المستخلص: This research aimed at identifying the interaction, coordination and complementarity between the local administration and other organizations working in rural development, as well as identifying the dimensions of effectiveness in the local administration bodies in Damietta Governorate. 10 local units were selected for 10 cities in Damietta governorate and they were divided into the north of the governorate and it included (the local unit of Damietta city, the local unit of Izbat al-Burj city, the local unit of Ras al-Bar city), and the center of the governorate, which is (the local unit of Kafr al-Batikh city, the local unit of Faraskur city, And the local unit of the city of Rawda), the southeast (the local unit of the city of Zarqa, the local unit of the city of al-Sarw), and the southwest (the local unit of the city of Kafr Saad, the local unit of the city of Mit Abu Ghaleb), and 2 respondents were selected from each local unit to represent the head of the unit And the unit secretary, thus, the total sample is 113 respondents in Damietta governorate, to be inclusive of the sample, and frequencies, percentages, and the Kai-square test. The study reached a number of results, perhaps the most important of which are: with regard to describing and analyzing the personal and social characteristics of the respondents, and the interaction, coordination and complementarity between the local administration and organizations working in rural development, the following is a review of the most important results that were reached in this regard:- More than half of the sample respondents believe that the nature of coordination and integration of the local administration with the organizations exists in a medium degree with respect to (the organization relies on written communication in the nature of coordination and integration with the local administration, the programs and projects of the organization are developed based on the strategic plan of the local administration, and there is a definition. The roles and tasks that must be performed between the local administration and the organization, and the nature of coordination and good integration between the local administration and the organization contributes while exploiting the funding to support this development sector)- More than half of the sample respondents believe that the level of coordination exists at a moderate degree in relation to (that communications between the local administration and the organization have an effective impact on the success of the coordination process.

استهدف هذا البحث التعرف على التفاعل والتنسيق والتكامل بين الإدارة المحلية وغيرها من المنظمات العاملة في التنمية الريفية، وتم اختيار 10 وحدات محلية لـ 10 مدن لمحافظة دمياط، واستخدمت التكرارات والنسب المئوية، واختبار مربع كاى. وقد توصلت الدراسة لعدد من النتائج أهمها: فيما يتعلق بوصف وتحليل الخصائص الشخصية والاجتماعية للمبحوثين، والتفاعل والتنسيق والتكامل بين الإدارة المحلية والمنظمات العاملة في التنمية الريفية، وفيما يلي استعراض لأهم النتائج التي تم التوصل إليها في هذا الشأن: أن نسبة تزيد عن ثلاثة أرباع المبحوثين حاصلين على مؤهل جامعي، كما أن أكثر من نصف المبحوثين من أفراد العينة لديهم خبره للعمل بالوحدة، وأن نسبة 69.0% من أفراد العينة كانوا يعملون كرئيس للوحدة، ويتم متابعة تنفيذ المشاريع من قبل القائمين على عملية التنسيق والتكامل في الإدارة المحلية، وتحدد احتياجات الإدارة المحلية وإدراجها بالخطة الاستراتيجية للقطاع التنموي، وقلة الخبرة والمهارات والقدرة على التفاوض وبناء العلاقات مع المنظمات الأخرى لدى القائمين على عمليات التنسيق والتكامل، وعدم وجود تنسيق وتكامل متكامل (أفقيا ورأسيا) داخل وخارج المنظمة. وجود علاقة دالة إحصائيا بين توزيع أفراد العينة فيما يتعلق بدرجة وجود التكامل والتنسيق الأفقي في شمال ووسط وجنوب شرق وجنوب غرب منطقة الدراسة. وجود علاقة دالة إحصائيا بين توزيع أفراد العينة فيما يتعلق بدرجة وجود طبيعة التكامل والتنسيق في شمال ووسط وجنوب شرق وجنوب غرب منطقة الدراسة. وجود علاقة دالة إحصائيا بين توزيع أفراد العينة فيما يتعلق بدرجة وجود مستوى التكامل والتنسيق في شمال ووسط وجنوب شرق وجنوب غرب منطقة الدراسة.
