المستخلص: This research aims mainly to determine requirements of activation of the extension role of the agricultural co-operative associations in Elbeherah governorate. seven administrative districts was selected with a simple random manner, in order to achieve the aim of this research by the same way it has been selected 60 agricultural cooperative associations of these districts represent 20% of total associations selected in the seven districts. Data were collected from managers and Chairman of the Board of Directors (CBDs) of selected associations, by personal interview during the months of January and February 2015 by using a standardized questionnaire for the two samples. Thus, the sample size was amounted to 120 respondents. The frequency, Percentages, arithmetic mean, standard deviation, the weighted average, t- test, were used as statistical tools to explain and interpret the results. The main results were as follows:- 1- 75% of the association's managers, and more than 88% of the CBDs of Associations also, were high degrees of agreement on the items of Economic Requirements to activate the extension role of the agricultural co-operative associations. Especially the items namely; Specifying a portion of profits of association to cover the extension activities provided to members of the association, and to determine the appropriate price guarantee for the purchase of agricultural crops. 2- More than 98% of the association's managers, and 77% approximately, of the CBDs of associations, were a high degree of agreement on the items of organizational and management requirements to activate the extension role of the agricultural co- operative associations. Especially the items namely; Restructuring the existing agricultural cooperation, consistent with the overall quality systems, and coordination & organization with agricultural research and universities with regard to the problems of the farmers around of association. 3- More than 83% of the association's managers, and more than 73% of the CBDs of associations, were high degrees of agreement on the items of Legislative requirements to activate the extension role of the agricultural co-operative associations. Especially the items namely; Choosing the Council of Agricultural Cooperative Association by freely elected direct overt, and assembly the right to choose who is manager of the association to achieve its objectives without dictating from the Ministry of Agriculture. 4- 87% approximately, of association's managers, and 95% of the CBDs of the associations, were high degrees on the items of Human Resources Development requirements to activate the extension role of the agricultural co-operative associations. Especially the items namely; Attention to the different levels of agricultural education regarding the role of agricultural cooperatives in rising of Egyptian agriculture, and holding training courses for farmers to aware the farmer with risks and losses suffered as a result of climate change and prepare him to use the new methods and machines that will help him in the face of these risks. 5- There were no significant differences between mean of degrees of agreement of the managers' and the CBDs of the associations on the items of Economic Requirements, and the items of Human Resources Development requirements to activate the extension role of the agricultural co-operative associations. 6 There were significant differences between mean of degrees of agreement of the managers' and the CBDs of the associations on the items of organizational & management requirements, and the items of Legislative requirements to activate the extension role of the agricultural co-operative associations.

يستهدف هذا البحث بصفة رئيسية تحديد متطلبات تفعيل الدور الإرشادي للجمعيات التعاونية الزراعية بمحافظة البحيرة. تم اختيار 7 مراكز إدارية بطريقة عشوائية بسيطة، ومن هذه المراكز- وبنفس الطريقة العشوائية البسيطة- تم اختيار 60 جمعية تعاونية زراعية متعددة الأغراض تمثل 20٪ من الجمعيات التعاونية الزراعية متعددة الأغراض الموجودة بالمراكز المختارة. يتضمن البحث عينتان، الأولى تشمل مدراء الجمعيات الزراعية المختارة، والثانية تشمل رؤساء مجالس إداراتها، وبذلك بلغ حجم العينة 120 مفردة بحثية (60 مدير جمعية +60 رئيس مجلس إدارة). تم جمع البيانات منهم بالمقابلة الشخصية خلال شهري يناير وفبراير 2015 باستخدام استمارة استبيان موحده للعينتين. استخدمت جداول التوزيع التكراري العددي والنسبي، والمتوسط الحسابي، والانحراف المعياري، والمتوسط المرجح، واختبار t، كأدوات إحصائية لشرح وتفسير النتائج. وكانت أهم النتائج على النحو التالي: 1- 75٪ من مدراء الجمعيات، وأكثر من 88٪ من رؤسائها كانت درجة موافقتهم مرتفعة على بنود المتطلبات الاقتصادية لتفعيل الدور الإرشادي للجمعيات التعاونية الزراعية، وفي مقدمتها:- تخصيص جزء من أرباح الجمعية لتغطية الأنشطة الإرشادية المقدمة لأعضاء الجمعية. - تحديد سعر ضمان مناسب لشراء المحاصيل الزراعية. 2- أكثر من 98٪ من مدراء الجمعيات، وقرابة 77٪ من رؤسائها، كانت درجة موافقتهم مرتفعة على بنود المتطلبات التنظيمية والإدارية لتفعيل الدور الإرشادي للجمعيات التعاونية الزراعية، وفي مقدمتها:- إعادة هيكلة التعاون الزراعي القائم بما يتوافق وأنظمة الجودة الشاملة. - التنسيق والتنظيم مع البحوث الزراعية والجامعات فيما يتعلق بمشاكل الزراع بالناحية. 3- أكثر من 83٪ من مدراء الجمعيات، وأكثر من 73٪ من رؤسائها، كانت درجة موافقتهم مرتفعة على بنود المتطلبات التشريعية لتفعيل الدور الإرشادي للجمعيات التعاونية الزراعية، وفي مقدمتها. - اختيار مجلس إدارة الجمعية التعاونية الزراعية بالانتخاب الحر العلني المباشر. - للجمعية الحق في اختيار مدير الجمعية الذي يحقق أهدافها دون إملاء من وزارة الزراعة. 4- قرابة 87٪ من مدراء الجمعيات، و95٪ ورؤسائها المبحوثين، كانت درجة موافقتهم مرتفعة على بنود متطلبات تنمية الموارد البشرية لتفعيل الدور الإرشادي للجمعيات التعاونية الزراعية، وفي مقدمتها. - الاهتمام بالتعليم الزراعي بمختلف مستوياته فيما يتعلق بدور التعاونيات الزراعية في النهوض بالزراعة المصرية. - عمل دورات تدريبية للفلاحين لتوعية الفلاح بالمخاطر والخسائر التي يتعرض لها الفلاح نتيجة التغيرات المناخية وتهيئته لاستخدام أساليب وآلات جديدة من شأنها مساعدته في مواجهة هذه المخاطر. 5- لا توجد اختلافات ذات دلالة إحصائية بين متوسطات درجات موافقة كل من مدراء الجمعيات الزراعية ورؤسائها المبحوثين على كل من بنود المتطلبات الاقتصادية، وبنود متطلبات تنمية الموارد البشرية لتفعيل الدور الإرشادي للجمعيات التعاونية الزراعية. 6- توجد اختلافات ذات دلالة إحصائية بين متوسطات درجات موافقة كل من مدراء الجمعيات الزراعية ورؤسائها المبحوثين على كل من بنود المتطلبات التنظيمية والإدارية، وبنود المتطلبات التشريعية لتفعيل الدور الإرشادي للجمعيات التعاونية الزراعية.
