المستخلص: هدفت الدراسة إلى التعرف على الممارسات والإجراءات المختصة بعقد وتنظيم الندوات الإلكترونية المجانية المقدمة عبر الإنترنت في تخصص المكتبات والمعلومات بدول العالم العربي، معتمدة على المنهج الوصفي لرصد ووصف ما تقوم به المؤسسات العربية من ممارسات وإجراءات لعقد وتنفيذ ندواتها الإلكترونية المجانية التي تقدمها عبر الإنترنت، ورصد ما يفضله جمهور منتسبي تخصص المكتبات والمعلومات من واقع تجربة مشاركتهم وحضورهم لفعاليتها المختلفة. وتم استخدام المقابلة المقننة ولاستبانة المحكمة كأدوات علمية في تجميع بيانات عينة حصرية من مجتمع المؤسسات العربية، ورصد وتجميع معلومات عينة عشوائية بسيطة من جمهور منتسبي تخصص المكتبات والمعلومات ممن شاركوا وحضروا بفعاليات الندوات الإلكترونية المجانية المقدمة عبر الإنترنت، وذلك للوقوف على نقاط القوة والضعف بالممارسات والإجراءات الحالية المبذولة في عقد وتنظيم ندوات إلكترونية عبر الإنترنت في تخصص المكتبات والمعلومات بدول العالم العربي، وتحديد متطلبات التطوير والتحسين اللازمة لتكون مواكبة لتطلعات جمهور منتسبي تخصص المكتبات والمعلومات، وملبية لاحتياجاتهم العلمية والمهنية على السواء، وبالشكل الذي يعزز فرص مشاركتهم وحضورهم بفعالياتها المستقبلية. وتوصلت الدراسة إلى عدة نتائج علمية بينها بدء ظهور أولى الممارسات العربية القائمة على عقد وتنظيم ندوات إلكترونية مقدمة عبر الإنترنت ممثلة في مبادرة قاعة اليسير للتعلم عن بعد والمؤرخ لها بشهر سبتمبر من العام (2011)، ومثل عام (2018) بداية ازدهار الندوات الإلكترونية في تخصص المكتبات والمعلومات عربيا؛ إذ حظي بنسبة (12%) من فعالياتها، في حين شهد عام (2020) زيادة مفرطة في توجه المؤسسات العربية لعقد وتنفيذ ندوات إلكترونية مجانية عبر الإنترنت، بما ساهم في نمو المشاركة والحضور بفعالياتها ليصل إلى (33%) من جملة مشاركات جمهور منتسبي تخصص المكتبات والمعلومات بدول العالم العربي على مدار الأعوام العشرة الماضية (2011/2020) والتي اختصتها دراسة الباحث بحدودها الزمنية. في حين اختتمت الدراسة بعدة من التوصيات التطبيقية جاء على رأسها الممارسات والإجراءات الموصي بها والتي يجب اتخاذها بعين الاعتبار من قبل المؤسسات العربية عند تخطيطها المستقبلي لعقد وتنظيم ندوات إلكترونية مجانية عبر الإنترنت في ضوء ما يفضله الجمهور بدول العالم العربي وتجربة مشاركتهم وحضورهم فعالياتها.

The study aimed to identify the practices and procedures for holding and organizing free online seminars (webinars) in the field of libraries and information in the Arab world countries, based on the descriptive method to describe and analyze the practices and procedures are taken by Arab institutions to hold and implement their free webinars and to monitor the most preferred by affiliated of librarians and information specialists, based on their participation and presence experience. The interview and the questionnaire have used to collecting exclusive sample data from the community of Arab institutions, and monitoring and collecting information from a simple random sample of librarians and information specialists who participated and attended its activities, to find the strengths and weaknesses of current practices and procedures for holding and organizing webinars in the field of libraries and information in the Arab world countries and to specifying the requirements for development and improvement necessary to be compatible with the librarians and information specialists and meeting their scientific and professional need, and enhances their future participation and attendance its activities. The study achieved several of scientific results, that's including the beginning of the emergence of the first Arab practices of holding and organizing electronic seminars provided via the Internet (webinars) represented in the ”Al-Yasser Hall for remote Learning”, which was established in (September 2011), and the year (2018) marked the beginning of the flourishing of the webinars in the field of Libraries and information in Arab world countries which was earned (12%) of its activities, while the year (2020) witnessed an excessive increase in the orientation of Arab institutions to hold and implement their free webinars, which contributed to the growth of participation and attendance at their activities to reach (33%) of the total of the librarians & information specialists in the Arab world which had attended the activities of webinars over the past ten years (2011/2020). While the study concluded with several applied recommendations, on top of which are recommended practices and procedures that must be taken by Arab institutions when planning to hold and organize future webinars to enhance the participation of Library and Information specialists in the Arab world countries and attending its activities.
