|a تناولت هذه الدراسة محوريْن رئيسين في موضوع اللاجئين الفلسطينيين، وقد عالج أولهما هذا الموضوع في سياق المفاوضات متعددة الأطراف، ووضح الرؤى المتباينة لحل قضية اللاجئين في مؤتمر مدريد الذي انعقد في شهر تشرين الأول عام 1991م وما تبع هذا المؤتمر من جلسات في واشنطن التي لم تفض إلى شيء، ومع انطلاق اتفاق أوسلو الذي وفّر حلاً لقضية نازحي عام 1967م فقد وضح هذا الجزء من الدراسة تداعيات قضية اللاجئين وأبعادها في هذه الاتفاقية. وتناول المحور الثاني السيناريوهات والحلول المقترحة لحل قضية اللاجئين الفلسطينيين وبيّن الاقتراحات النظرية والعملية التي قدمها لفيف من السياسيين والأكاديميين في الجانبين الإسرائيلي والفلسطيني، وموضحاً مجموعة من السيناريوهات المحتملة بشان هذه القضية، واضعاً في آخر هذه السيناريوهات حلاً لم يكن في حسبان المفاوضين عند الأطراف كافة، واحسبه الحل الأكثر واقعية ونجاعة، لأنه حل الهي لا يمكن المساس به، لأنه قدر مقدور من الله جلت قدرته . \ وقد تبنى الباحث في دراسته المنهج التحليلي لأنه الأنسب في تحقيق هدف الدراسة الرئيس، وهو التعرف على وضع اللاجئين الفلسطينيين في أروقة المفاوضات بين الفلسطينيين والإسرائيليين، كما تبنى منهج تحليل المضمون، وبشكل خاص في تناوله للمشهد الإسلامي ورؤيته لحل قضية اللاجئين الفلسطينيين. وأما التساؤل الذي تدور حوله الدراسة فهو على النحو الآتي. ما وضع اللاجئين الفلسطينيين في سياق المفاوضات بين الإسرائيليين والفلسطينيين؟ وما السيناريوهات المحتملة لحل قضيتهم؟ . \ \
|b This study dealt with two main aspects of the Palestinian refugees issue. The first aspect handled the issue of the Palestinian refugees within the context of the multi-lateral negotiations. It also clarified the different visions of solving the Palestinian refugees issue as proposed by the Madrid Conference which was convened in October, 1991 along with the sessions held in Washington, D.C. in the wake of this conference, which all did not lead to anything. Following the Oslo accord which provided a solution to the 1967 displaced Palestinians, this part of the study clarified the ramifications and dimensions of the refugees issue in this accord. The second aspect dealt with the scenarios and solutions suggested for the Palestinian refugees issue and illustrated the theoretical and practical suggestions which were put forward by a group of Israeli and Palestinian politicians and academicians. In addition, it clarified a number of possible scenarios for the resolution of this issue. As a result of these scenarios, this part of the study finalized a solution that was not taken into consideration by all the negotiating parties. This is thought to be the most realistic and definitive solution because it is divine and cannot be challenged, merely because it is destined by God. The analytical approach has been used because it best suits the main objective of the study. Which is to investigate the status of the Palestinian refugees in the Israeli-Palestinian negotiations. The researcher also used the content-analysis approach to deal with the Islamic scene in particular and its vision to resolve the Palestinian refugees’ issue. \ The main question of the present study is: “What is the status of the Palestinian refugees in the Israeli-Palestinian negotiations and the possible scenarios for their cause?” \
