المستخلص: أوجدت الأزمات لحظات مهمة لإعادة ضبط السياسات والأقتصاد وأنظمة الصحة العامة، كما ساعدت على بناء المزيد من الترابط المجتمعي وتعزيز السياسات لمنع الأزمات المستقبلية أو التخفيف منها، فقد استفاق العالم على فاجعة غير مسبوقة وغير مألوفة حينما ظهر فيروس كورونا ( كوفيد-19) في مدينة ووهان الصينية في ديسمبر ٢٠١٩، ثم ما لبث أن تفشى واجتاح دول العالم في مطلع 2020 ولايزال ينتشر بسرعة الهشيم في النار، مما دعى إلى إبراز الدور الحيوى لمؤسسات المجتمع المدنى فى المجتمع المصرى والذى قدم مجموعة من المبادرات والأنشطة لمساندة الدولة والمجتمع فى مواجهة الوباء وتراوحت مساهمات المجتمع المدنى بين المبادرات الإغاثية والمبادرات التوعوية أو تلك التى قامت بتقديم دعم صحى، فضلا عن المبادرات الخيرية وغيرها من مبادرات مؤسسات المجتمع المدنى ليثبت مساندته وشراكته للدولة، من ثم ظهرت الحاجة إلى قياس قدرة المؤسسة على تحقيق أهدافها وتحقيق التوقعات التى يتطلبها المجتمع منها والتكيف والتطور فى المدى المتوسط والبقاء فى المدى الطويل، وتحددت أهداف الدراسة في: •تحديد مستوى كفاءة مؤسسات المجتمع المدني في التخطيط لمواجهة جائحة فيروس كورونا. •تحديد مستوى مراحل العملية التخطيطية لمواجهة جائحة فيروس كورونا. •تحديد الصعوبات التي تواجه كفاءة مؤسسات المجتمع المدني في التخطيط لمواجهة جائحة فيروس كورونا. •تحديد مقترحات زيادة كفاءة مؤسسات المجتمع المدني في التخطيط لمواجهة جائحة فيروس كورونا. •التوصل إلى خطة عمل مقترحة لزيادة كفاءة مؤسسات المجتمع المدني في التخطيط لمواجهة جائحة فيروس كورونا. وتوصلت الدراسة إلى قبول صحة الفرض الذى مؤداه: "من المتوقع أن يكون مستوى كفاءة مؤسسات المجتمع المدني في التخطيط لمواجهة جائحة فيروس كورونا متوسطا".

The crises created important moments to reset policies, the economy, and public health systems, and helped build more community cohesion and strengthen policies to prevent or mitigate future crises, as the world woke up to an unprecedented and unfamiliar calamity when the Coronavirus (Covid 19 -) appeared in Wuhan. Chinese in December 2019, then it soon spread and swept through the countries of the world in early 2020 and is still spreading rapidly as wildfire, which called for highlighting the vital role of civil society institutions in Egyptian society, which provided a set of initiatives and activities to support the state and society in facing the epidemic, and the contributions ranged from Civil society between relief initiatives, awareness initiatives, or those that have provided health support, as well as charitable initiatives and other initiatives of civil society institutions to prove its support and partnership with the state, and then the need to measure the institution’s ability to achieve its goals and achieve the expectations that society requires of it in The near future, adaptation and development in the medium term and survival in the long term. The study objectives were defined in: •Determining the level of efficiency of civil society institutions in planning to confront the Coronavirus pandemic. •Determining the level of the stages of the planning process to confront the Coronavirus pandemic. •Identifying the difficulties facing the efficiency of civil society institutions in planning to confront the Coronavirus pandemic. •Determining proposals to increase the efficiency of civil society institutions in planning to confront the Coronavirus pandemic. •Reaching out a proposed action plan to increase the efficiency of civil society institutions in planning to confront the Coronavirus pandemic. The study concluded that the assumption is correct: “It is expected that the level of efficiency of civil society institutions in planning to confront the Coronavirus pandemic is moderate”.
