|a امتازت العلاقات بين الاتحاد السوفيتي ودول الخليج العربي بالضعف بوجه عام، وظلت كذلك إلى أن طرأت عليها مجموعة من التغيرات في منتصف ثمانينات القرن العشرين، أثرت على سيرها؛ فمن الجانب السوفيتي وصل للحكم الرئيس ميخائيل جورباتشوفMikhail) Gorbachev)، وأعلن بدء سياسة جديدة عرفت باسم "البيريسترويكا" (Perestroika)، وفي المقابل استطاعت دول الخليج العربي الخاضعة للحماية البريطانية من الحصول على استقلالها، وكان ذلك يعني قدرتها على رسم سياستها الخارجية بنفسها. أدت التغيرات التي حدثت لكلا الجانبين السوفيتي والخليجي إلى الدخول في مرحلة تقارب انتهت بالشروع في علاقات رسمية؛ فقررت كل من سلطنة عمان ودولة الإمارات العربية المتحدة الشروع في علاقات دبلوماسية مع الاتحاد السوفيتي في العام ١٤٠٦/ ١٩٨٥م. وتبعتهم دولة قطر في العام ١٤٠٨ه/ ١٩٨٨م. وأخيرا في العام ١٤١١ه/ ١٩٩٠م، دخلت كل من المملكة العربية السعودية ودولة البحرين في علاقات رسمية مع الاتحاد السوفيتي.

|b The relations between the Soviet Union and Arab Gulf states were generally weak, and remained so until a series of changes occurred in the mid- eighties of the twentieth century (mid of 1980s) which affected their progress. On the part of Soviet Union, the President Mikhail Gorbachev rose to power and announced the start of a new policy known as "Perestroika". In return, the Arab gulf states under British protection were able to obtain their independence. This meant their ability to formulate their own foreign policy. The changes that happened to both sides has led to a convergence phase, which ended with an official relationship. The Sultanate of Oman and the United Arab Emirates decided to initiate diplomatic relations with the Soviet Union in 1406 H/ 1985 AD, followed by Qatar in 1408 H/ 1988 AD. Finally, in 1411 H/ 1990 AD, both the Kingdome of Saudi Arabia and Bahrain entered into official relations with the Soviet Union.
