المستخلص: هدفت الدراسة التعرف إلى مدى ثقة المواطنين في أداء البلديات من وجهة نظرهم في المحافظات الشمالية، تكونت عينة الدراسة من (380) مواطنا، اختيروا بالطريقة العشوائية البسيطة، وزعت عليهم استبانه تكونت من 29 فقرة، وبلغ معامل الثبات للأداة (0.93). أشارت نتائج الدراسة الى ان درجة الثقة في اداء موظفي البلديات كانت بدرجة متوسطة، وهذا يدل على وجود قصور وضعف في تطبيقهما. واظهرت أيضا ان درجة الاستجابة والتعاطف كعناصر لتعزيز الثقة كانت متوسطة، فيما بينت الدراسة أن عنصر الامان والمصداقية لموظفي البلديات كانت بدرجة متوسطة، وأظهرت أن درجة القناعة لهم كانت بدرجة متوسطة، وهذا يشير إلى ان نسبة استجابة المبحوثين حول عوامل تعزيز الثقة الارتباطية مع موطفي البلديات فيها ضعف. قدمت الدراسة عدة توصيات كان أهمها: ضرورة اهتمام موظفي البلديات بكافة مجالات الثقة بين الطرفين وذلك بتحسين الاداء وخاصة بما يتعلق بخدمة المواطن بدون تحيز حزبي او اجتماعي او تنظيمي. وضرورة ان يتصف الموظفين بالمصداقية مع المواطن، وان يتم تلبية حاجاته بشكل دقيق، وتبسيط الإجراءات عند تقديم الخدمة، وإنجاز الخدمة بسرعة وكفاءة عالية، والتعامل مع المواطن باحترام، وضرورة اظهار الاهتمام في المواطن عند تقديم الخدمة.

The study aimed to identify the extent of citizens' confidence in the performance of municipalities from their point of view in the northern governorates, The sample of the study consisted of (380) citizens, who were chosen by the simple random method, A questionnaire consisting of 29 items was distributed to them, and the stability factor of the tool reached (0.93), The results of the study indicated that the degree of confidence in the performance of municipal employees was of a moderate degree, and this indicates the presence of deficiencies and weaknesses in their application. It also showed that the degree of response and sympathy as elements to enhance confidence was moderate, while the study showed that the safety and credibility component of municipal employees was of a moderate degree, It showed that the degree of their conviction was moderate, and this indicates that the response rate of the respondents regarding the factors that enhance relational trust with municipal employees is weak. The study presented several recommendations, the most important of which were: The necessity for municipal employees to pay attention to all areas of trust between the two parties by improving performance, especially with regard to serving the citizen without partisan, social, or organizational bias, The necessity for the employees to be credible with the citizen, for his needs to be met accurately, to simplify the procedures when providing the service, to complete the service quickly and efficiently, to deal with the citizen with respect, and to show interest in the citizen when providing the service.
