المستخلص: تسعى هذه الدراسة تحليل متغير الأمن الاجتماعي انطلاقا من الدور الذي يمكن أن تؤديه مقومات الهوية داخل النظام الاجتماعي في تحقيق أمن الدولة، وسيتم فحص جملة العناصر المرتبطة بمتغيرات الدراسة من خلال تفكيك طبيعة البناءات التقليدية وخصوصيتها اللغوية والعرقية والدينية ودورها في تهديد/ تقوية البناء الأمني داخل الدولة، وكيفية تأثير هذه البنى على الأداء المؤسسي في الجزائر، إضافة إلى رؤية الدولة الجزائرية لاحتوائها ومحاولات تأطيرها ونقلها من البعد التقليدي إلى البعد المدني، عن طريق فتح فضاءات تنظيمية وقانونية أكثر هيكلة ونجاعة في تحصين وتفعيل الدور المجتمعي داخل الدولة، وبالتالي دعم الانتقال بالولاءات من المستوى المغلق إلى مستوى أكثر انفتاح بصهر الانتماءات المناطقية والقبلية ونقلها إلى مستوى الدولة والسلطة المركزية، بشكل يدعم التماسك الاجتماعي ويحصن الأمن الوطني في مواجهة مساعي الاستقطاب وزرع الفوضى، وبالتالي تحول المجتمع من مستهدف بالأمن إلى فاعل محوري في بناء الأمن.

This study attempts to analyse the variables of social security based on the significant role, which the social system plays in achieving national security. The study will also examine the interrelated variables of the study’s elements by deconstructing the nature of traditional structures, and its impacts on threatening or reinforcing these structures within the National Security, and how will these structures influence the institutional performance in Algeria. In addition to that, the efforts made by the Algerian government to contain them and attempting to frame a transition from the traditional dimension to the civil dimension through more structured and effective organizational and legal spaces specialized in fortifying and activating the social role within the state, which traces back to many civil society organizations as a determinant of consolidating the notion of citizenship and empowerment of freedom and rights within society. Therefore, supporting the transfer of loyalties from a closed level to a more open level by fusing regional and tribal affiliations and transferring them to the level of the state and central authority, in a way that supports the social cohesion and fortifies national security in the face of polarization and chaos, Consequently, society has shifted from a target of security to a pivotal actor in building security.
