تعتبر دراسة الجدوى الاقتصادية ذات أهمية كبيرة في اتخاذ القرار الاستثماري في دراسة وإقامة المشاريع الاستثمارية ومنها المركز التخصصي لطب وجراحة العيون في العراق بشكل عام، والتعرف على أهمية دراسة الجدوى الاقتصادي، وأهمية تطبيقها على ارض الواقع، والعوامل المتحكمة فيها، والتعرف على المعايير المستخدمة في المفاضلة بين مختلف المشاريع الاستثمارية، بالإضافة اللي إبراز أهمية دراسة الجدوى الاقتصادية في ترشيد القرار الاستثماري، ولهذا الأساس تم اختيار دراسة حالة مشروع المركز التخصصي لطب وجراحة العيون في العراق ولمدة زمنية تقديرية هي خمس عشرة سنة. وتتزايد أهمية دراسة الجدوى الاقتصادية في ظل توجه الدولة لدعم وتنمية القطاع الخاص وسعيه للاستخدام الأمثل للموارد المتاحة التي تتسم بالندرة الواضحة في سبيل ضمان نجاح المشروع الاستثماري، لذا يفضل أن يقوم المستثمر بأعداد دراسة جدوى اقتصادية للمشروع ليتأكد من خلالها انه يحقق الأرباح أو عائدا يفوق تكلفة الأموال المستثمرة فيه. ولدراسة الجدوى الاقتصادية دور بارز في نجاح المشاريع الخاصة بالقطاع الصحي الذي يخدم المجتمع، إذ يشكل هذا القطاع مفصلا مهما من مفاصل القطاعات الخدمية، فالصحة هي احدى الركائز الثلاث المهمة (الصحة، الأمن، التعليم) لأي مجتمع يريد التطور والازدهار، لذا فان القطاع الصحي في العراق عموما شأنه شأن القطاعات الأخرى بحاجة ماسة للتنمية وأعاده الأعمار، فهو يعاني من سوء الأداء بسبب النقص في القدرة الإدارية، فهناك قص ور عام في مستوى الخدمات المقدمة للمواطنين، وعليه فأننا بحاجة ملحة لتطوير هذا القطاع وزيادة خدمات الرعاية الصحية والطبية من اجل تعويض النقص الذي يعاني منه المجتمع العراقي في هذا القطاع المهم، وان يكون هناك دور فاعل للقطاع الخاص في هذا المجال مقارنة بالخدمات الصحية والطبية المقدمة في البلدان المجاورة وبلدان أخرى مثل (أيران/ تركيا/ لبنان / الهند).

Therefore, the investor should prepare a feasibility study for the project to ensure that it achieves profits or returns more than the cost of money Invested in it. The economic feasibility study plays a prominent role in the success of projects in the health sector that serve the society. This sector is an important chapter in the services sectors. Health is one of the three pillars of health, security and education for any society that wants to develop and prosper. Iraq, like other sectors, is in urgent need of development and reconstruction. It is suffering from poor performance due to lack of administrative capacity. There is a general shortage of services provided to citizens. Therefore, we urgently need to develop this sector and increase health and medical care services to compensate the shortage. Ever suffered by the Iraqi society in this important sector, and that there is an active role for the private sector in this area compared to health and medical services provided in the neighboring countries and other countries (such as Iran / Turkey / Lebanon / India).
