تكمن مشكلة البحث في انتشار جرائم أصحاب المناصب العليا بشكل واسع بخاصة بعد تغيير النظام السياسي في العراق، وتوسعها لتمتد إلى مختلف القطاعات الاقتصادية ومختلف الشرائح وتأثيرها على مجمل مرافق الدولة وبخاصة الاقتصادية، إلا أن هذه المشكلة لم تعط قدر كبير من الاهتمام بما يتناسب مع أثارها الحالية والمستقبلية. تأتي أهمية البحث من خلال التأكيد على زيادة حجم جرائم أصحاب المناصب (ذو الياقات البيضاء) في العراق واتساع دائرته وتشابك حلقاته وترابط آلياته بدرجة كبيرة مما يهدد مسيرة التنمية ومستقبل الاقتصاد العراقي، لذا فان تشخيص هذه الجرائم وأنواعها وآلياتها وأثارها على النسيج الاجتماعي وسلوكيات الأفراد له دور مهم في تقديم المقترحات الكفيلة بمعالجتها. يهدف البحث للتعرف على: 1- مفهوم الفساد وطبيعة فساد أصحاب المناصب العليا. 2- التعرف على أسباب انتشار فساد أصحاب المناصب العليا، وأثرها على استقرار الاقتصاد العراقي. 3 - طرح بعض الوسائل للحد من هذه الظاهرة. وينطلق البحث من فرضية مفادها: أدت عوامل متعددة سياسية واقتصادية وقانونية في العراق بعد سنة 2003 إلى انتشار فساد أصحاب المناصب العليا اثر سلباً في استقرار ونمو الاقتصاد العراقي.
