الإرهاب كظاهرة تهدد المجتمع الدولي بشكل عام، فقد تم عقد العديد من الاتفاقيات الدولية فضلا عن استصدار العديد من القرارات الدولية من قبل الجمعية العامة ومجلس الأمن في منظمة الأم المتحدة، إلا أن مسألة الإرهاب لم تزل إلى يومنا هذا هي الظاهرة الأخطر التي تهدد كل المجتمعات على حد سواء، فعلى الرغم من كل ما تم ذكره من اتفاقيات دولية أو معاهدات أو قرارات دولية ألا أنه لم تتم معالجته بشكل جذري، فقد تعود الأسباب إلى القصدية في عدم إيجاد تعريف موحد للإرهاب لكي لا يتسنى الفصل ما بين الأعمال الإرهابية والأعمال التي تعنى بمسألة حق الدفاع عن النفس (المقاومة)، أو قد يعود السبب إلى هيمنة بعض الدول الكبرى على المجتمع الدولي عبر السيطرة على أهم المنظمات الدولية العالمية كمنظمة الأم المتحدة، للسيطرة على الدول التي تمثل خطرا محدقا ويهدد مصالح تلك الدول الكبرى في العالم، بالتالي من السهولة بمكان اتهام تلك الدول الخطرة بتمويل أو إيواء الإرهاب، ومهاجمة تلك الدول بحجة تجفيف منابع الإرهاب كما حدث في أفغانستان والعراق، واستصدار قرارات تحت الفصل السابع من ميثاق الأمم والمتحدة والتي تعد استثناء لمبدأ عدم التدخل في السيادة للدول.

Self - defense (resistance Or the reason may be due to the dominance of some major countries on the international community through the control of the most important international organizations such as the United Nations, to control the countries that pose a grave danger and threaten the interests of those big countries in the world, so it is easy to accuse those dangerous countries of financing or Harboring terrorism, attacking these countries under the pretext of drying up the sources of terrorism as happened in Afghanistan and Iraq, and issuing resolutions under Chapter VII of the Charter of the United Nations, which is an exception to the principle of non-interference in the sovereignty of States.
