المستخلص: من الأمور المهمة التي تساعد أعضاء هيئات إدارة الحكم المحلية في جميع دول العالم على النهوض بدورهم الفعال والإيجابي هو أن يكون لديهم تدريب كاف على أساليب المحاكاة في الحكم وتحمل المسؤولية تجاه سكان الوحدة المحلية، وانطلاقا من كون نظام الحكم المحلي المتمثل باللامركزية السياسية والذي هو جزء من النظام السياسي للدولة العليا، فأنه يستهدف الوظائف الإدارية والمصالح الفنية التي تتطلب تنسيقا على المستوى المحلي ومساهمة من المواطنين ومؤازره من السلطات العليا لتجعلها أكثر فاعلية، وبما أن القاعدة الأساس في تولي السلطة لأغلب إدارة مؤسسات الأنظمة السياسية تنطلق من التدرج الهرمي للسلطة من المحليات الصغيرة وصولا إلى هرم النظام السياسي بأكمله، وقرب هذا النظام من المواطنين المحليين؛ فأنه يتحقق بالمشاركة الشعبية والرقابة الشعبية وما سواها من المفاهيم المحلية، والتي أبرزها تكمن في التدريب على أساليب المحاكاة في الحكم كجزء أساس من الأهداف التي يسعى لتحقيقها نظام الحكم المحلي الذي يقرر بمقتضى ذلك الوسيلة القانونية المنصوص عليها سواء أكان دستوريا أم قانونيا بقصد تحديد مسؤوليات ممارسة العمل السياسي في الدولة، لاسيما وأن هذا الأسلوب يعد جزءا من مدرسة تعليم وتعلم ممارسة الديمقراطية وتنشئة التربية السياسية للمواطنين عموما، فكما أن المدرسة تحتاج إلى معلمين وطلبة في تطبيق أهداف المؤسسة التربوية، فكذلك الأمر بالنسبة للحكومات المحلية، ففي كل مجتمع تتفاوت حدود الكفايات والمؤهلات وينعكس ذلك على تشكيل المجلس المحلي للحكم، وبذلك يتضاعف عدد الكفايات والمؤهلات السياسية والإدارية في المجتمعات المحلية، لتبرز العناصر الصالحة للقيادة وتستمر المجالس المحلية المنتخبة في أداء رسالتها ومهماتها الخدمية العامة في إعداد المواطنين لتولي السلطة المحلية وإرساء قواعد الديمقراطية السلمية السليمة والميتقرة على حد سواء، وبين هذا وذاك نلحظ أن المجتمعات المتقدمة أهتمت هي الأخرى منذ مدة طويلة بهذا الجانب أكثر من اهتمام الدول النامية نفسها، والتي تعاني من مشكلات عدة تتعلق بالتخلف والجهل والفقر وما سواها من مشكلات، مما أثر سلبا في الأهداف التي يسعى لتحقيقها نظام الحكم المحلي نفسه حاذرا ومستقبلا.

One of the important things that helping the members of local governance bodies and local units is embodied in all countries of the world to play their effective and positive role to be compatible with what they have adequate training on simulation methods of governance and taking responsibility towards the residents or natives of the local unit? And this method based on the significant fact that the local government system represented itself by political decentralization, which is a part of the political system of the supreme state and its administrative functions and technical interests that required a suitable coordination at the local level and the contribution of citizens who gaining the support from the higher authorities to make them more an affectivity, and for sake of the basic rule in assuming power for those who manage the institutions of political systems starts from the hierarchy of power, small localities reached to the pyramid of the comprehensive political system. And the proximity of this system to the local citizens, it is achieved through popular participation and popular control and other local concepts, to be the most prominent of which lies in training on simulation methods in governance as a basic part of the targets that the local government system seeks to achieve, which also decides by virtue of the legal means as enacted in the constitution or law that issued by conducting the political work in the whole state. It is resembled as a school for teaching democracy and political education for all citizens, as to be a paradigm for the school itself. It needs the teachers and students to implement the goals of the educational institution in comparing with the same methods that implicated in local governments too. So that, in every society, the competencies variety and diversity are very helpful factors, and this is reflected in the formation of the local council for governance. Thus, the number of political and administrative competencies in the local communities based on the elements suitable for leadership emerge, and the elected local councils in continuing in perform of their mission to prepare all citizens to assume local authority and establishing the new rules of peaceful and goodness democracy. The outcomes of problems of an underdevelopment, ignorance and poverty, which negatively affected on the specific goals that the local government system seeks to achieve for the future.
