المستخلص: تعد المكتبات العامة أحد أهم المؤسسات الثقافية في المجتمعات التي تلعب دورا كبيرا في رفاهية وتقدم المجتمع، ولا شك أنها قد عانت في الفترة الأخيرة من حدثين هامين أثرا عليها بالسلب، أولهما: الهزات الاقتصادية التي أثقلت كاهل العالم أجمع ودعت إلى تقليص نفقات المكتبات العامة بل والمناداة بإغلاق بعضها، وثانيهما: انتشار وباء كورونا الذي أثر بالسلب على أداء المكتبات واضطر الكثير منها إلى تقديم خدماتها وأنشطتها إلكترونيا في ظل المحاذير من خطورة التواصل الاجتماعي في الأماكن المغلقة، الأمر الذي أثار الشك في جدوى وجودها مكانيا. فالمؤسسات الثقافية لها جانب اقتصادي مهم يغفل الجميع عن إبرازه، وهو جانب يعزز من قيمة المكتبات لدى العاملين بالمكتبات ومتخذي القرار فيها والجهات المانحة والمجتمع ككل، ولعل سبب ذلك يرجع إلى عدم التخصصية المالية من جانب أمناء المكتبات، ولعل ذلك ليس مبررا يسوغ لنا إهمال ذلك الجانب في ظل تفوق المكتبات الأجنبية فيه بل والتسابق من أجل إبراز جدواها الاقتصادية في المجتمع. ولعل الوقت قد حان لإلقاء الضوء على الجانب الاقتصادي للمكتبة من خلال قياس وحدة التكلفة لكل أنشطتها التي تقوم بها وبيان التكلفة المباشرة وغبر المباشرة وذلك من أجل تسعير عادل لأنشطة المكتبة وخدماتها سواء بالنسبة للمكتبة أو المستفيدين، الأمر الذي سيمكننا من ترشيد النفقات غبر الضرورية وكذلك بيان مصادر الدخل المختلفة وتقييمها طبقا لأهميتها. أظهرت الدراسة من خلال استبيان تم توزيعه على المستفيدين من المكتبات على القيمة الاقتصادية للمكتبة وذلك من وجهة نظر تقييمية بحتة يقوم بها المستفيدون، الأمر الذي يعزز من دور المكتبة كقيمة ثقافية هامة في المجتمع تساعد على رخاءه وازدهاره وإن كان لا يحقق دخلا يوازي النفقات المباشرة وغير المباشرة التي تتكلفها المكتبة. وتبنت الدراسة نماذج متنوعة لوحدة التكلفة لجميع الأنشطة والخدمات التي تقوم بها لتكون نواة يمكن البناء عليها في المستقبل لجميع المؤسسات الثقافية المتنوعة. كما قدمت الدراسة في نهاية البحث أمثلة متنوعة لزيادة دخل تلك المؤسسات مع عدم تحميل التكلفة على المستفيد من خدماتها بشكل مباشر الأمر الذي سيعزز من قيمتها ويبرز دورها بشكل إيجابي في المجتمع.

Public libraries are one of the most important cultural institutions in societies that play a major role in the well-being and progress of society, and there is no doubt that they have suffered in the recent period from two important events that have negatively affected them. By closing some of them, and spread of the Corona epidemic, which negatively affected the performance of libraries and forced many of them to provide their services and activities electronically (on line), in light of the warnings about the danger of social communication in closed spaces. Cultural institutions also have an important economic aspect that everyone neglects to highlight, and it is an aspect that enhances the value of libraries for library staff, decision makers, donors, and society as a whole. Perhaps the reason for this is due to the lack of financial specialization on the part of librarians, and perhaps this is not a justification for us to neglect this aspect in light of the superiority of foreign libraries in it, and even the race to highlight its economic feasibility in society. Perhaps the time has come to shed light on the economic aspect of the library by measuring the unit cost of all its activities and indicating the direct and indirect cost, in order to fair pricing of the library's activities and services, whether for the library or the users, which will enable us to rationalize unnecessary expenses as well as indicate different sources of income and evaluated according to their importance. The study also received important results through a questionnaire distributed to the users of the libraries on the economics of the library, from a purely evaluative point of view carried out by the users, which enhances the role of the library as an important cultural value in the community that helps its prosperity, even if it does not achieve income equivalent to direct and indirect expenses. The study adopted various models for the unit cost of all the activities and services it undertakes to be a nucleus that can be built upon in the future for all the various cultural institutions. At the end of the research, the study presented various examples of increasing the income of these institutions while not charging the cost to the beneficiary of their services directly, which will enhance their value and highlight their positive role in society.
