المستخلص: هدفت الدراسة الحالية لتقديم نموذج مقترح لحوكمة الجامعات السعودية الحكومية في ضوء نظام الجامعات، وفق أبعاد الحوكمة الخمس، وهي: الشفافية، والمشاركة، والمساءلة، والاستقلالية المنضبطة، والمساواة والعدالة، ولتحقيق هدف الدراسة تم استخدام المنهج الوصفي المسحي، والاستبانة أداة للدراسة، وبلغ عدد المستجيبين (۸۱) فردا من خمس جامعات حكومية (وكلاء جامعات، وعمداء) وتوصلت الدراسة إلى نتائج أهمها أن أفراد الدراسة موافقون بدرجة متوسطة على واقع الحوكمة في الجامعات عموما، وقد ترتبت موافقات أفراد الدراسة على أبعاد الحوكمة الخمسة من الأعلى للأدنى بالترتيب التالي: الاستقلالية المنضبطة بدرجة كبيرة جدا، ثم الأبعاد الشفافية، فالمساءلة، فالمساواة والعدالة بدرجة كبيرة، ثم المشاركة بدرجة متوسطة. قدمت الدراسة نموذجا مقترحا لحوكمة الجامعات السعودية الحكومية في ضوء نظام الجامعات، تضمن مرتكزات وأهداف ومراحل بناء النموذج، ومستويات ونطاق تطبيق النموذج، ومتطلبات تطبيقه، ومراحله وأدواته.

The current study aimed to introduce a suggested model for the governance of Saudi public universities according to the universities’ regulation based on the five dimensions of governance including transparency, participation, accountability, regulated autonomy, equality and justice. To achieve the study goal, the descriptive survey method was used and the questionnaire was applied as a study tool. There were (81) participants from five public universities including university agents and deans. The most prominent results were: the study participants agreed with a medium degree on the reality of governance in universities generally. The agreements of the study participants on the five dimensions of governance were arranged from higher to lower responses as follows: regulated autonomy came with a very high degree, then the transparency, accountability, equality and justice dimensions came with a high degree, and finally, the participation dimension came with a medium degree. The study presented a suggested model for the governance of Saudi public universities according to the Universities’ Regulation, which included the pillars, goals and phases for creating the model, its implementation levels and scope, and requirements of its implementation, phases and instruments.
