المستخلص: يمثل الاستقرار في جميع أبعاده صمام الأمان في وجود أي مجتمع وتقدمه؛ ويعد من أهم احتياجات أية حكومة، وأن مسألة توفير الأمن والاستقرار العام من أهم أولويات عمل الحكومات. لذا فإن هذا البحث دراسة لتحديد أهم أولويات عمل الحكومة المحلية في محافظة كربلاء المقدسة من أجل الحصول على الاستقرار الأمني والعام في المحافظة، وقد بينت نتائج التحليل العاملي وجود خمسة عوامل لها الأثر الأكبر في تحقيق الاستقرار في المحافظة، وكانت أهم المتغيرات التي تضمنتها العوامل معالجة حواضن الإرهاب الداخلي ومعالجة القصف العشوائي وتطويق المشاكل بين الكتل السياسية والاهتمام بجودة التمثيل الدبلوماسي العراقي وعمل الخارجية العراقية وكذلك تعزيز الثقافة الديمقراطية لدى المواطن فضلا عن معالجة قضية الفاسدين، وتعد من أهم أدوار السلطات السياسية في المحافظة من أجل تحقيق الاستقرار الأمني والعام في المحافظة.

The stabilization in all its aspects represents the essence of safety in the existence and progress of any society. It is one of the most important needs of any government, as the issue of providing security and stability is one of the most important priorities of governmental work. Therefore, this research is a study to determine the most important priorities of the work of the Karbala’s local government in order to provide security and stability in the governorate. The results of the factorial analysis showed the existence of five factors have the biggest impact in achieving stability there. The most important variables included by factors were the processing of internal terrorism hubs, the indiscriminate shelling, and encircling the problems between the political blocs, as well as paying attention to the quality of the Iraqi diplomatic representation, and the work of the Iraqi Foreign Ministry, not to mention strengthening the democratic culture of the citizen and addressing the corruption issue, which considered as one of the most important roles of political authorities in order to achieve security and stability in the governorate.
