| 520 | |a بناء على نتائج تقرير الهيئة المسؤولة عن وضع نموذج التنمية الجديد، من خلال دراسة وثائقية وبهدف وصفي لنظام التنظيم المالي في المغرب، تشير الوثيقة أولا إلى أوجه القصور التي تم التأكيد عليها منذ فترة طويلة في لآليات التقنين في المغرب وعواقبها الضارة على مناخ الأعمال والمنافسة وعلى مستوى تنافسية الشركات الوطنية، قبل الانتقال للتركيز على النظام المالي وبالتالي الاعتماد على نفس التقرير لإبراز التوصيات الرئيسية الموجهة لهذا القطاع لتعزيز استقلالية مؤسساتها التنظيمية والتقنينية وإعادة ابتكار آليات عملها. |b Based on the report of the commission in charge of the elaboration of the new development model, through a documentary study and with a descriptive objective of the financial regulation system in Morocco, the document points out in a first place the long underlined insufficiencies of the regulation mechanisms in Morocco and their harmful consequences on the business climate, It then focuses on the financial system and consequently draws from the same report to highlight the main recommendations addressed to this sector to strengthen the independence of its regulatory institutions and to reinvent its operating mechanisms. |d Basé sur les fruits du rapport de la commission chargée de l’élaboration du nouveau modèle de développement, à travers une étude documentaire et dans un objectif descriptif du système de régulation financière au Maroc, le document pointe dans un premier lieu des insuffisances longuement soulignées des mécanismes de régulations au Maroc et de leurs conséquences néfastes sur le climat des affaires, sur la concurrence et sur le niveau de compétitivité des entreprises nationales, avant de passer dans un second temps à se focaliser sur le système financier et puiser par conséquent dans le même rapport pour ressortir les principales recommandations adressées à ce secteur pour renforcer l’indépendance de ses institutions de régulation et pour réinventer ses mécanismes de fonctionnement. | ||
