إن المجتمع الدولي لعب دورا كبيرا رغم المعوقات التي تواجهه في تنمية مناطق ما بعد النزاع، فمنذ الأربعينيات من القرن الماضي برزت فكرة التعاون الإنمائي والمعونات الدولية من خلال الدول التي تقدم الدعم الثنائي، ومختلف برامج الأمم المتحدة الإنمائية ووكالاتها المختصة وغيرها من المنظمات غير الحكومية الدولية، والبنوك والشركات الدولية العالمية والإقليمية، لتكون وسيطاً بين المواطن من جهة والدولة من جهة أخري لتحقيق مصالح المجتمع المختلفة في السلام والبناء والاستقرار ونشر ثقافة اللاعنف واللا تمييز بسبب الثقافة أو الدين أو الجنس وحتى وصلت اليوم إلى السياسة، من خلال تعزيز وترسيخ قيم التسامح والسلم والتعايش المجتمعي وقبول البعض للبعض بكل شفافية وتجنب الكراهية والتعامل بمصداقية، كل ذلك من خلال الدور الرقابي للمجتمع الدولي على الانتهاكات التي تطال حقوق الإنسان. الأمر الذي استلزم منا الوقوف عند هذا الموضوع لتوضيح ما المقصود بالتنمية لفترة ما بعد النزاع؟ وماهي الاستراتيجيات الساعية إلى توطيد السلام وتعزيز التنمية الشاملة وتمهيد الطريق أمام النهوض والنمو واستعادة الحياة في الدول والأقاليم والمحافظات الخارجية من النزاعات؟ وماهي المبادئ التي استند عليها التنظيم الدولي للقيام بذلك؟ وماهي أهدافه ووسائله؟ وماهي التحديات والمعوقات التي تقف حائلا دون استكمال عمليات السلام والإعمار والاستقرار؟ وكيف يمكن أن نحصل على مجتمعات محلية قائمة على التوافق المجتمعي وثقافة قبول الآخر وفاعلة في مجالات الحياة، بعد فترة النزاع؟
The international community has played a major role despite the difficulties it faces in the development of post conflict areas, Since the 1940s, the idea of development cooperation and international aid has emerged through countries that provide bilateral support, And through various United Nations development programs, specialized agencies and other international non-governmental organizations, And through banks as well as international and regional companies, So as to be these entities a mediator between the citizen on one hand and the state on the other to achieve the various interests of society in peace and building and stability and the dissemination of a culture of nonviolence and non-discrimination because of culture or religion or sex and even reached today to politics, And through the promotion and consolidation of the values of tolerance, peace and coexistence, and the acceptance of some others with transparency, avoiding hatred and dealing with credibility, All through the oversight role of the international community on violations of human rights. Which required us to stand on this subject to clarify what is meant by post-conflict development? And what strategies seek to consolidate peace, promote comprehensive development and pave the way for the promotion, growth and restoration of life in States, territories and governorates emerging from conflict? And what are the principles on which international organization is based? And what are its objectives and means? And what are the challenges and difficulties that hinder the completion of peace, reconstruction and stability? And How can we get communities based on community consensus and a culture of acceptance of the other and active in the areas of life, after the conflict?.
