|a تستقر الدول والجماعات عندما تتمتع بالقوة والمنعة اللتين تجعلان البيئة المحيطة بها والمؤثرات الخارجية عاجزة عن اختراقها وتتعامل معها على أساس هذين المؤشرين -القوة والمنعة. وقد جاء هذا التقرير متناولا المناعة الذاتية التلقائية التي تتحرك بمجرد بروز التهديد، وبالطريقة التي تتناغم فيها كل مكونات الدولة أو الجماعة في الموقف دونما تهيئة أو تعبئة، مشيرا إلى أن هندسة المناعة السياسية جزء لا يتجزأ من المناعة المجتمعية بأشكالها كافة، وهي التي تنمو في أحضان البيت والمدرسة والإعلام وأروقة السياسة المختلفة والتوجيهات الدينية والأخلاقية القيمية. كما نبه التقرير إلى أن المؤسسات المكلفة بالبناء والتأهيل والتعليم يجب أن تأخذ بالاعتبار بأن المعركة الفكرية، وأن الجانب الفكري من أهم الجوانب المستهدفة لإفقاد المناعة السياسية، والذي يتعلق بتشويه وتحريف وتزييف المبادئ والثوابت الأساسية التي تمثل اللبنات الأولى التي تأسس عليها الجسم السياسي أو المجتمعي، إضافة إلى تمييع القيم وتوسيع دائرة التجهيل بالتاريخ. وقد أكد التقرير على أن هندسة المناعة السياسية تستهدف تكوين المواطن على الرؤية والرسالة من خلال تثبيت مبادئها وثوابتها ومنطلقاتها، والتعريف بشكل مستمر بالقضية السياسية التي يناضل من أجلها كفكرة مركزية وتأصيلها تأصيلا يقف على قاعدة الشرعية والمشروعية التي تربط المواطن بالمنهج وليس بالمصلحة والأشخاص. وقد خلص التقرير إلى أن هندسة المناعة السياسية لم تعد خيارا، سواء على مستوى الأوطان أو على مستوى الأحزاب والقوى السياسية والاجتماعية التي تستهدف بناء حالة سياسية واجتماعية وفكرية سليمة من شأنها أن تحقق التطلعات والآمال المنشودة، وهي أدوار تهتم ببناء جهاز مناعة وطني وسياسي وفكري قوي ومستدام يحفظ الأوطان ويؤهلها لمواجهة التحديات والمخاطر وتحقيق الاستقرار والتقدم والتأثير في واقعها الإقليمي والدولي، مما يتطلب تدافعا ذكيا ومستداما يقتضي من مهندسي المناعة السياسية والمجتمعية حضورا ذهنيا ويقظة استراتيجية.

Thus, all their surroundings and external influences deal with them based on two indicators: strength and invulnerability. This article examines spontaneous auto-immune that hiders all components of the state or community to be harmonious. If these forces could create the needed preparation or mobilization as a threat to emerging, political immunity engineering is an integral part of community immunity in all its forms. Community immunity arises in the home, school, media, various politics, religious and ethical guidance. The article also noted that institutions are responsible for construction, rehabilitation, and education must consider that this fight is intellectual. Moreover, the philosophical aspect is one of the essential targeted ones for weakening political immunity. This weakening is related to distortion and falsifying the basic principles and constants, which are the first block foundations for political and societal bodies. Also, it would work to dilute values and expand the circle of history's ignorance. The article emphasized that political immunity engineering aims to build citizens on vision and mission by establishing its principles, constants, and premises. It also aims to constantly introduce the political cause people struggle for as a significant cause. The root is based on the citizen's affiliation with the idea, not interests and people. In the end, the article concluded that political immune engineering was no longer an option, either at the level of nations or at the level of political and social forces that aim to build a sound political, social, and intellectual reality that would fulfill the desired aspirations and hopes. These roles are concerned with creating a solid and sustainable national, political and philosophical immune system that conserves and qualifies the nations to meet challenges, avoid risks, and achieve stability, progress, and influence their regional and international reality. These outcomes and conditions require an innovative and sustainable scramble with community immune engineers' mental presence and strategic awakening.
