|a تستهدف الدراسة الوقوف على عملية صنع السياسة العامة في الجزائر باعتبارها مجموعة قرارات فعلية منظمة ومعالجة لمشكلة ما، يشترك فيها عديد الفواعل الرسمية ابتداء بالبرلمان/ المؤسسة التمثيلية والتشريعية والرقابية المخولة بوضع التشريعات ورسم السياسات. وتحاول انطلاقا من تأكيد وجود منظومة مؤسسية علائقية يبرز أحد أهم أقطابها السلطة التنفيذية، الوقوف على مدى مزاحمة السلطة التنفيذية بما سيؤثر على هامش تدخل المؤسسة التشريعية في عملية رسم السياسات. وتوصلت الدراسة إلى وجود هيمنة للسلطة التنفيذية على رسم السياسات في مقابل تراجع هامش تدخل البرلمان، وهو ما يستدعي ضرورة تفعيل دور البرلمان في عملية رسم السياسة العامة وتجاوز مجرد الاعتراف الدستوري إلى ممارسة فعلية لذلك.
|b The purpose of the study is to identify the policy-making process in Algeria as an effective, structured and disciplined body of decisions and to address a problem, many official actors are involved, starting with the parliament/representative, legislative and regulatory institution, which is empowered to draft legislation and formulate policies. It tries to emphasize the existence of a relational institutional system, one of which highlights the executive branch, to assess the extent to which the executive branch is crowding out, which will necessarily affect the margins of the legislative establishment's intervention in the policy-making process. The study found that there was a dominance of policy-making by the executive in exchange for a declining margin for parliamentary intervention this necessarily requires that the role of parliament in the policy-making process be activated and that the mere fact of constitutional recognition be moved beyond actual practice.
