المستخلص: Information technology (IT) has now invaded all institutions in their various sectors, in particular libraries and information institutions. Many researches have confirmed that many IT projects in libraries do not achieve satisfactory results compared to the enormous potential spent on them, which made them merely initiatives to implement technology only. This research attempts to provide some theoretical perceptions about the important role of IT governance in the optimal control and performance of IT in libraries. In order to do this, we relied on the documentary approach through accurate collection of documents about the subject and analyzing them to reach conclusions related to the research issue.

The phenomenon of corruption is witnessing an unprecedented spread, as it has become the phenomenon of obsessive corruption that haunts many societies and political systems. and institutional control on the other hand. In order to confront this phenomenon and address it, it is necessary to combine the efforts of many institutions and actors to besiege and uproot this phenomenon, and civil society institutions play a pivotal role, in this regard, through their participation in decision-making and oversight of its implementation, and by accompanying local agencies as well as holding them accountable.
