تعد مشكلة الإرهاب في العراق من أهم المشاكل المطروحة في المسرح الجغرافي السياسي لما لهذه الظاهرة من أثر كبير في المجتمع العراقي بشكل عام وفي محافظة صلاح الدين على وجه الخصوص وتأثيرها في إعادة هيكلية البناء للمجتمع المدني والسياسي والأنظمة السياسية ومدى إدراكها لهذه الظاهرة لذا جاءت مشكلة البحث والمتمثلة ببيان تأثير احتلال تنظيم داعش على الأمن الصحي في محافظة صلاح الدين وتأثره على ظاهرة النزوح والتهجير ومحاولة الكشف عن أهم أسباب هذه الظاهرة وأبعادها الجيوسياسية عن طريق بيان موقع المحافظة الاستراتيجي والذي يعد حلقة وصل بين الشمال والجنوب، وكذلك إظهار أهم المتغيرات التي أثرت في تفاقم هذه الظاهرة واستعمال المنهج التاريخي فمن خلاله سنحاول تتبع الأثر الذي خلفه الإرهاب داعش والأضرار التي لحقت بالأمن الصحي في محافظة صلاح الدين والمنهج الوصفي لوصف هذه الظاهرة بشكل دقيق وصف الأمن الصحي قبل وبعد احتلال تنظيم داعش والمنهج الوظيفي والذي يهدف لبيان دور الدولة للنهوض يواقع الأمن الصحي في المحافظة والمنهج التحليلي لتحليل البيانات وبيان مدى تدهور وتحسن الأمن الصحي في تلك المحافظة لمحاولة الوصول إلى حلول للنهوض بواقع الأمن الصحي في تلك المحافظة.
