|a تحاول هذه الورقة البحثية البحث في إمكانية التوفيق بين تقييم السياسات العامة ومقاربة تسيير الميزانية بالأهداف، وهذا من خلال ربط مخرجات نظام تقييم الأداء الخاص بميزانية الأهداف كمدخالات لتقييم السياسة العامة والحكم على مدى نجاحها أو فشلها في تحقيق الأهداف المنوطة بها. وتوصلنا من خلال الدراسة النظرية إلى أن مساعي كل من التقييم والميزانية بالأهداف يمكن أن تكون متجانسة من خلال معرفة ترصد الأهداف الاستراتيجية للسياسات العمومية ومحاولة تضمينها ضمن أهداف البرامج والبرامج الفرعية الخاصة بميزانية الأهداف لكل وحدة إدارية، للتمكن بعدها من تحديد مجموعة من الأهداف الملائمة والقابلة للقياس ودعمها بمؤشرات للحكم على مدى نجاعة الأداء من خلال الوقوف على فعاليته وفاعليته وجودته.
|b This research paper attempts to explore the possibility of reconciling policy evaluation with the objective-based budget management approach, by linking the results of the budget performance evaluation system by objectives as inputs for policy evaluation and by judging the extent to which its objectives have been achieved or not. Through the theoretical study, we found that the objectives of the evaluation and the budgetary objectives can be homogeneous by identifying the strategic objectives of public policy and trying to include them in the objectives of the programmes and sub-programmes of the budgets by objectives of each management unit, and subsequently identify a set of appropriate and measurable objectives with their indicators to judge the effectiveness of the performance by determining its efficiency, effectiveness and quality.
