انطلاقا من أهمية تكنولوجيا المعلومات وعلاقته المباشرة بأداء المنظمة من جهة، وأهمية ودور جامعة بابل في المجتمع إذ تعد رافدا من روافد التعليم العالي والبحث العلمي تمد حركة النمو والتطور التقني والاجتماعي والاقتصادي بمقومات النجاح، وتواصلا مع الجهود البحثية السابقة جاء هذا البحث ليسلط الضوء عليهما وتبيان العلاقة بينهم من خلال اطار نظري وتطبيقي للبحث، فقد قسم البحث إلى أربعة مباحث، اختص المبحث الأول ببيان منهجية البحث فتم تحديد مشكلة البحث وأهدافه وأهميته والفرضيات التي انطلقت منه، ثم توضيح الأدوات المستخدمة في الدراسة والاختبارات التي أجريت عليها من صدق وثبات، بالإضافة إلى وصف مجتمع الدراسة وعينته. العلاقة بينهم من خلال إطار نظري وتطبيقي للبحث، فقد قسم البحث إلى أربعة مباحث، اختص المبحث الأول ببيان منهجية البحث فتم تحديد مشكلة البحث وأهدافه وأهميته والفرضيات التي انطلقت منه، ثم توضيح الأدوات المستخدمة في الدراسة والاختبارات التي أجريت عليها من صدق وثبات، بالإضافة إلى وصف مجتمع الدراسة وعينته.
