أصبحت السياحة هي صناعة الحاضر والمستقبل، ولا يزال تقدمها وتوسعها وتطورها ينمو بصورة سريعة جدا الأمر الذي جعل من القطاع السياحي ذات أهمية كبيرة لا تقل عن أهمية بقية القطاعات الاقتصادية بعدما أصبح هذا القطاع اليوم في مقدمة القطاعات الاقتصادية الأخرى في بعض الدول نظرا لما يتمتع به من مزايا اقتصادية تنعكس أثارها في تشغيل العاملين فضلا عن إمكانية الحصول على العملات الأجنبية وتطوير البنى التحتية إلى جانب ذلك تنشيط الحركة المالية والنقدية من خلال فتح العديد من المصارف وتطوير البنى التحتية وقطاع النقل كونها من اهم مستلزمات النهوض في القطاع السياحي، ويتمتع العراق بوجود بعض المقومات لهذا القطاع ولكنه لم يحظى بالاهتمام طول الفترات السابقة أسوة ببقية قطاعات الاقتصاد الوطني وأن كانت هي لم تحظى بالاهتمام أيضا ويعد العراق من البلدان التي يمتلك العديد من المواقع السياحية والدينية والأثرية والتاريخية التي يمكن أن تكون مجالا لهذا الاستثمار إذا ما اتخذ القرار المناسب الداعم لهذا القطاع ووضع خطط ذات رؤية مستقبلية للاستثمار في هذا القطاع الحيوي والذي يمكن أن يكون له دور فاعل في دعم الاقتصاد الوطني أسوة بالقطاعين الزراعي والصناعي. وتهدف الدراسة إلى تشجيع الاستثمار السياحي في موارد التراث الثقافي والديني بإقامة مشروعات سياحية وكذلك الاستثمار في التجهيزات والتسهيلات ذات صلة بصناعة السياحة مثل الاستثمار في خدمات النقل والفنادق والمطاعم فضلا عن إنشاء صناعات ذات صله بالسياحة مثل الحرف والصناعات التقليدية لما يشكله ذلك من موردا مهما يساهم في تنويع مصادر الدخل في الاقتصاد الوطني.

The study aims to encourage tourism investment in the cultural and religious heritage resources, the establishment of tourism projects as well as investment in equipment and facilities related to the tourism industry, such as investment in transport and hotel and restaurant services as well as the creation of tourism-related, such as craft industries and traditional industries because that is an important resource contributes to the diversification of resources income in the national economy.
