|a اخذ الدستور التركي الصادر في عام 1982 بالنظام البرلماني ونظم العلاقة بين السلطات على هذا الأساس إلا أن التعديلات التي أجريت على بعض نصوص الدستور التركي في عام 2018 وخاصة فيما يتعلق باختصاصات رئيس الدولة أعطت للرئيس الدولة مركزا دستوريا خاص من خلال تفضيله ومنحة امتيازات سياسية، جعلته في مركز اسمى من السلطات الأخرى إذ منح الدستور للرئيس دورا سياسيا وصلاحيات واسعة تجعله مهيمنا على المؤسسات الدستورية الأخرى وهذا يؤدي إلى المساس باستقلال السلطتين التشريعية والقضائية وبذلك عمل الدستور على تعزيز وتوسيع دور رئيس الجمهورية فيما لم يبين المسؤولية السياسية التي تترتب عليه واكتفى الدستور بالنص على المسؤولية الجنائية لرئيس الدولة.
|b The Turkish constitution promulgated in 1982 adopted the parliamentary system and regulated the relationship between the authorities on this basis, but the amendments made to some provisions of the Turkish constitution in 2018, especially with regard to the powers of the head of state, gave the state president a special constitutional status through his preference and the granting of political privileges. A higher position than other authorities, as the constitution grants the president a political role and wide powers that make him dominate other constitutional institutions, and this leads to prejudice to the independence of the legislative and judicial authorities. Thus, the constitution strengthened and expanded the role of the president of the republic while it did not clarify the political responsibility that entails from it. The constitution sufficed with stipulating criminal responsibility to the head of state.
