"أن مواجهة الفساد بأشكاله يتطلب جهودا كبيرة وخطط وإجراءات طويلة الأمد ويعود ذلك للأسباب عديدة منها كون الفساد موجودا منذ بعيد، ويتجدد في مجالاته وأشكاله وآثاره من فترة إلى أخرى، وتعددت أساليب مواجهته المباشرة والوقائية وهي الأفضل والأرخص تكلفة إلى جانب الأساليب العلاجية. وبشكل عام فإن تغير أشكال وصور الفساد تستلزم تغير أساليب ووسائل محاربته ومجابهته، وتعد تقنية المعلومات أحد الوسائل المستخدمة للحد من الفساد بكونها تمثل العصب الحيوي لنشاط المنظمة فغيابها سوف يجعل المنظمة تعيش في حالة من اللا تأكد والضبابية مما يؤدي إلى إضعاف قدرتها على اتخاذ القرارات الصحيحة، وتتمثل أهمية تقنية المعلومات في كونها تعمل على إحداث تغيرات جذرية في كل مفاصل المنظمة وأعمالها ومنتجاتها ويمتد استخدامها في مختلف أنشطة المنظمة وتدفعها للاستجابة والتكييف مع متطلبات البيئة. ويهدف البحث إلى الخوض بغمار تقانة المعلومات من خلال التعرف على مفهومها وأساليبها وقدراتها، فضلا عن التعرف على ظاهرة خطيرة وواسعة الانتشار ولها تأثيرا كبيرا في المجتمع العراقي وهي ظاهرة الفساد الإداري والمالي وإلى جانب تبيان دور تقانة المعلومات في الحد من هذه الظاهرة ومدى كفاءة النظم المتبعة في أجهزة الدولة للحد منها وآثارها ومحاولة وضع الاستراتيجيات المناسبة لحل هذه المشاكل، وباستعمال (الاستبانة) التي خصصت فقراتها للغرض أعلاه من خلال استطلاع آراء عينة من العاملين في دوائر محافظة بابل، وتوصل البحث إلى مجموعة من الاستنتاجات أبرزها أن ظاهرة الفساد الإداري والمالي بالإمكان معالجتها والحد منها من خلال استخدام عدد من الاستراتيجيات، والتي تعد عاملا أساسيا في رفع كفاءة استغلال الموارد المادية والبشرية وتحقيق الأهداف التنموية، مما يتطلب منح الفرصة لتبني السياسات الوقائية المناسبة من حيث تفعيل دور المنظمات القانونية والرقابية والإعلامية والتربوية."
