On the functional side, the expansion of the functions recognized by the council is not compulsory, but we are moving in the opposite direction, by limiting the field of its functions, and it is necessary to retain those which best correspond to its intrinsic possibilities, to give them serious chances to be realized."

"Concernant l'organisation des conseils d'administration, il était primordial de se focaliser sur le modèle organisationnel, dont la pratique y afférant : le modèle modeste, en l'application du principe de séparation des pouvoirs de gestion et de contrôle, récemment réservé à la société dualiste. Du côté fonctionnel, l'élargissement des fonctions reconnues au conseil n'est pas obligatoire, mais on se dirige vers le mouvement inverse, en bornant le domaine de ses fonctions, et il faut retenir celles qui correspondent le mieux à ses possibilités intrinsèques, pour leur donner des chances sérieuses d'être concrétisées."
