المستخلص: يهدف الباحث من خلال البحث إلى التعرف على دور العصف الذهني في تعزيز مقدرات الإبداع الاستراتيجي في وزارة الموارد المائية /مركز الدراسات والتصاميم الهندسية، إذ اعتمد المنهج التحليلي في تناول متغيراته وتكمن المشكلة الأساسية للبحث في مدى إدراك الأفراد العاملين لأهمية ودور جلسات (العصف الذهني) وكيف يمكن استثمار وتوظيف نتاجها من الأفكار في تعزيز الإبداع الاستراتيجي لمهامهم من خلال إدامة مقدرات الإبداع بتوافر التعلم التنظيمي للأفراد وتماسك فرق العمل، وتبرز أهمية البحث من متطلبات الإدارة الحالية والمستقبلية التي تتوجه للبحث ولاستثمار الأنشطة العقلية للعاملين في مركز الدراسات والتصاميم الهندسية من خلال جلسات العصف الذهني للمساهمة في عملية اتخاذ القرارات والتي يمكن الحصول عليها من محركها الأساسي وهو العقل البشري والتي لها دور كبير في تحقيق الإبداع الاستراتيجي في الأعمال، إذ يعتمد العصف الذهني على ما يمتلك الأفراد العاملون من إمكانيات ومقدرات إبداعية والتي تولد أفكاراً إبداعية تدعم عمل المنظمة. ومن خلال قياس وتحليل علاقتي الارتباط والتأثير بين المتغير المستقل (العصف الذهني) والمتغير التابع (مقدرات الإبداع الاستراتيجي) وبالاعتماد على الاستبانة كأداة لجمع البيانات المتعلقة بمتغيرات البحث إذ تم توزيع (50) استمارة على عينة البحث واسترداد (43) استمارة صالحة منها، وهي عينة عشوائية من أصل (150) موظف يعملون ضمن الأقسام الفنية في المركز وهم يمثلون عينة البحث، ومن ثم المعالجة الإحصائية للبيانات باستخدام برنامج SPSS الإحصائي. توصل الباحث إلى مجموعة استنتاجات يشير أهمها إلى أن العصف الذهني يكمن في استثمار التفكير الجماعي وغربلة الأفكار المطروحة حول مشكلة ما وصولاً للأفكار الإبداعية التي تحقق أهداف المنظمة وبالتالي تحقيق الإبداع الاستراتيجي فيها، وإمكانية الإفادة من هذا الأسلوب في مركز الدراسات والتصاميم الهندسية واعتماده دليلاً لدى الإدارة العليا والمرؤوسين وتعزيز العمل على وفق اللوائح التنظيمية وقوانين تنظيم العمل الإداري والابتعاد عن القرارات الفردية.

The purpose of this study is to identify the role of Brainstorming in the strategic innovation reinforcement in Ministry of Water Resources/ Center of Studies and Engineering Designs. The analytical method was adopted to deal with its variables. The problem of the study lies in the extent of awareness of working personnel for importance and role of Brainstorming they have, and how it can be highlighted and invested to achieve creativity in their work through the perpetuation strategic innovation capacity by increasing their organizational learning and strengthen team cohesion. The importance of the research arises from the importance of the current and future management requirements which aim to research and invest the mental activities of the workers in Center of Studies and Engineering designs through Brainstorming sessions to contribute in the decision making process. It is one of the few studies which dealt with the role of the Brainstorming and its impact on the strategic innovation, and subject it in an Iraqi organization to the knowledge of the process in order to benefit from it and its adoption as a guide to the senior management and subordinates and personnel working for the importance of brainstorming and its impact in achieving strategic innovation in the work of the organization investigated. This can be done through measuring and analyzing the relationship and the impact between brainstorming as the independent variable and strategic innovation as the dependent variable, by relying on the questionnaire as a tool to collect the data related to the research variables, which applications were distributed to (43) form on the research sample (randomly sample) out of 270 employees representing the research community and then the data were processed statistically using the statistical package for social sciences (SPSS) program. The researcher reached a number of conclusions, the most important of which indicates that Brainstorming lies in the investment of collective thinking and screening available ideas about the problem after completing the session for creative ideas which are invested to achieve the objectives of the organization thus achieving strategic innovation, reflecting possibility to benefit of this technique in center of studies and engineering designs and its adoption as a guide senior management and subordinates and work according to regulation organizational structure which regulates the work and away from individual decisions.
