المستخلص: تتطلب الحياة في العصر الرقمي من الشباب أن يكونوا على وعى بحقوقهم، وواجباتهم، والتزاماتهم أثناء التعامل مع معطيات هذا العصر الذي يمكن أن نسميه: المواطنة الرقمية، وهي التي تمكنهم من كيفية استخدام التقنيات الرقمية بطريقة آمنه، وخلقية، وقانونية، ليكونوا مواطنين صالحين، ومتعلمين مدى الحياة. إننا في ظل هذا العصر ومتطلبات الحياة فيه، في حاجة ماسة إلى مساعدة الناشئة على الحياة فيه بأمان وفاعلية، من خلال مداخل وطرق متعددة أهمها مدخل المواطنة الرقمية، فالبعد الرقمي أصبح حجر الزاوية في مواطنيه اليوم، والذي يمكن من خلاله إعداد الأفراد ليكونوا مواطنين رقميين، وهو ما سعت الدراسة الحالية إلى توضيحه والتأكيد عليه من خلال توضيح مفهوم المواطنة الرقمية وأبعادها المختلفة، ومبررات الدعوة إلى استخدام مدخل المواطنة الرقمية للتربية العربية في العصر الرقمي. وقد توصلت الدراسة إلى أن الحياة في العصر الرقمي تتطلب من المؤسسات التربوية القيام بدورها في إعداد الأبناء للحياة في هذا العصر، وذلك من خلال تدعيم ثقافة الاستخدام الرشيد والمفيد للتقنيات الرقمية لدى الشباب والأفراد، وتدريبهم على ممارسة مختلف جوانب المواطنة الرقمية من خلال كافة الفعاليات التربوية المناسبة في هذا الشأن، والتي أطلق عليها التربية الرقمية، وأن تلك التربية على المواطنة الرقمية تمر بمراحل أساسيه تبدأ بتنمية الوعي بجوانب المواطنة الرقمية، والممارسة الواعية للسلوكيات المرتبطة بها، من خلال تنمية أساليب التعامل الرشيد مع المستحدثات والمهارات المرتبطة بذلك، وأن يكون ذلك وفق المعايير في الأدبيات التي تم الاتفاق عليها والتي ينبغي أن يضعها في الاعتبار القائمون، على وضع السياسة التعليمية والممارسين لعمليتي التعليم والتعلم.

The study found that life in the digital age requires educational institutions to play their role in preparing the children for life in this era, and through the strengthening of the culture of the rational use and useful digital techniques with children, and train them to practice all aspects of digital citizenship through all appropriate educational activities in this matter, which dubbed the digital education, and that education on digital citizenship stages Prerequisite begin developing awareness of aspects of digital citizenship and practice conscious behaviors associated with them, through the development of methods of dealing Rasheed with innovations and skills associated with that, and be in accordance with the criteria in the literature that have been agreed upon, and that should be put into consideration those who, on educational policy and practitioners for teaching and learning mode.
