المستخلص: تتصل الفكرة الأساسية لهذا الكتاب بسبل تجاوز استراتيجيات الدولة التسلطية في مجال خنق الحريات واحتكار السلطة، وتأبيد منظومة الاستبداد والفساد، غير أن ذلك التجاوز لا يمكن أن يتحقق مادام الحقوقيون لم ينجحوا بعد في صياغة استراتيجيا بديلة ترتقي من مستوى النقد والمعارضة والتنديد إلى مستوى البناء والصياغة والاستشراف. تتضمن رؤية الأستاذ بلكحلة لمفهوم حقوق الإنسان بين السلطة والمجتمع أبرز المحاور التي تنتمي إليها فكرة المراهنة على مأسسة حقوق الإنسان بصفتها اختيارا استراتيجيا ضروريا لمواجهة استراتيجيا السلطة الاستبدادية التي لا شغل لها إلا إخماد كل الأصوات المناوئة لتوجهاتها. ويمكن حصر تلك المحاور في ثلاثة عناوين كبرى. يتصل أولها بعوامل تخلف مؤسسة الشرطة التونسية التي كانت، وما تزال، آلية بيد السلطة الأساسية لتعقب مناضلي حقوق الإنسان وتتبعهم. ثم محور ثان يعد توسعة واستكمالا للمحور السابق، إذ يهم استراتيجيات الدولة التسلطية وناشطي حقوق الإنسان على حد سواء لنخلص في النهاية إلى محور تأليفي ضمني يتعلق بتقييم مدى إسهام هذا البحث في اقتراح بدائل ممكنة في ما يخص ضمانات مأسسة الحقوق والحريات.

The main idea of this book relates to ways to bypass authoritarian state strategies in the field of stifling freedoms, monopolizing power and perpetuating the system of tyranny and corruption. However, this transgression cannot be achieved as long as the jurists do not succeed in formulating an alternative strategy that rises from the level of criticism, opposition and condemnation to the level of construction, formulation and foresight. Mr. Belkahla's vision of the concept of human rights between power and society includes the most prominent axes to which the idea of betting on the institutionalization of human rights belongs as a necessary strategic option to confront the strategy of the authoritarian power that has nothing to do but suppress all voices opposing its orientations. These axes can be grouped into three major headings. The first relates to factors behind the Tunisian police establishment, which has long been the primary power mechanism in tracking down human rights activists. Then a second axis is considered an expansion and continuation of the previous one, as it concerns the strategies of the authoritarian state and human rights activists alike, to conclude in the end an implicit compositional axis related to the assessment of the extent to which this research contributes to suggesting possible alternatives with regard to guarantees of institutionalization of rights and freedoms.
