المستخلص: يهدف هذا المقال النقدي، تبعا لمقاربة نظرية سوسيو-تاريخية، وباستدعاء نماذج وإسهامات محددة، للضرورة المنهجية، إلى محاولة تحديد مفهوم المجتمع المدني في سياقه الغربي، ورصد مساره في مختلف المدارس الفلسفية والفكرية أولا، وأدبيات العلوم الإنسانية ثانيا، وتتبع أثر تشكله في المكان والزمان والشروط المنتجة له، والكشف عن معانيه بوصفه مفهوما، وعن أدواره باعتباره أداة عمل تنظيمية، بآفاق معلومة ومحددة، تختلف عن تطلعات المجتمع السياسي في الوصول إلى الحكم، ورهانات الدولة في ممارسة السلطة وتدبير الصراعات وتحقيق غايات وجودها. ويحاول هذا المقال، الوقوف عند لحظة توتر البدايات في تبلور مفهوم المجتمع المدني بالمغرب، تبعا لشروطه الزمكانية المحلية في تركيبها وتشابك أبعادها الاقتصادية والسياسية والثقافية والاجتماعية داخليا وخارجيا، كما يروم في هذا الصدد تقديم بعض الإضاءات حول شكل أو أشكال التمفصل والتعالق بين مكونات المجتمع المدني والمجتمع السياسي (الأحزاب) من جهة، ومؤسسات الدولة وأجهزتها المختلفة من جهة أخرى.

This critical article aims, in accordance with a socio-historical theoretical approach involving specific models and contributions of methodological necessities, at defining the concept of civil society in its Western context, and keeping track of its range first, in different philosophical and intellectual schools and second in the literature of the human sciences. Also, it tries to pursue the influence of its evolution in time and place along with the conditions of its development. Moreover, it attempts to unveil its meanings as a concept, and its roles as an organizational work means, with definite and specific horizons that differ from the expectations of policy makers in obtaining political power, together with the state's predictions in implementing power, managing conflicts as well as achieving its existence objectives. Meanwhile, this article seeks analyzing the starting point tensions in the formation together with the shaping of the concept of civil society in the western political reasoning context, and also to detect its historical formulation among its pioneers and leaders, by invoking pertinent perceptions. Moreover, it attempts to observe the evolution of the Morocco civil society in accordance with its local temporal as well as special conditions intervening in its formation and the intervolving of its inside and outside economic, political, cultural and social dimensions. More and more we would like, in this respect, to come up with some clarifications about the form or forms of articulation and interrelation between the components of the civil and political society; political parties on the one hand, and the diverse state institutions and mechanisms on the other hand.
