|a لقد عمل الإنسان منذ وجوده على الأرض باستغلال مواردها الطبيعية لتحسين مستواه المعيشي وبناء حضارته، إلا أن وتيرة استغلاله لهذه الموارد قد ازدادت بصورة مذهلة حتى بلغت ذروتها وأخلت بالتوازن الطبيعي لها، وجعلت من الأنشطة الإنمائية التي لم تضع الاعتبارات البيئية في حسبانها تساهم في إلحاق الضرر بالبيئة الطبيعية وتثير القلق اتجاه الحياة على الكرة الأرضية، الأمر الذي دفع بضرورة استحداث الضبط الإداري كأداة لتحقيق التوازن بين حتمية وجود الأنشطة التنموية وصون النظم البيئية، وتهدف هذه الدراسة إلى تسليط الضوء على التأثيرات المتبادلة بين البيئة والتنمية وإبراز الوسائل الضبطية الكفيلة بإحداث التوازن بينهما وصولا إلى تقيم فعالية هذه الوسائل في تحقيق الأهداف المرجوة منها.
|b From the beginning of his existence on earth, the human being tries to exploit its natural resources in order to improve his living standards and to build his civilization, however, the pace of exploitation of these resources is growing staggeringly until it reached a peak, so that it disturbed its natural balance, and prompted the development activities to contribute on harming to the natural environment and to concern about the life on earth, which lead to create the administrative control as a means to realize the balance between the necessity of environment activities and preservation of ecosystems. The target of this study is to highlight the natural impacts between the environment and the development, and to reflect the control tools that ensure the balance between them, it aims also at evaluating the efficiency of these tools in achieving its objectives.
