|a تتسم منطقة القرن الإفريقي بخصائص ثقافية واقتصادية وسياسية ترتب عليها خلق العديد من الأزمات التي عادة ما تكون نتاجا لتشابكات عوامل داخلية وخارجية، ومن أبرزها التعددية الثقافية، وحداثة الدولة الإفريقية، وسوء إدارة الدول وهشاشتها. وتتسم مصالح الإقليم بالتشابك والتعقد بين الأطراف المكونة للإقليم من ناحية، والقوى الخارجية من ناحية أخرى سواء أكانت إقليمية أم دولية، ولكنها تتجه في مجملها نحو تحفيز الصراع في تلك المنطقة واستمراره، خاصة في الصومال والسودان وأثيوبيا، والحفاظ على هشاشة الدول في الإقليم، بل وتعد المحدد الرئيسي لمستقبل التفاعلات في الإقليم، وهو الأمر الذي يقيد من فرص بناء سلام حقيقي وفعال في الإقليم."
|b The Horn of Africa is characterized by cultural, economic and political characteristics that have resulted in the creation of many crises that are usually the result of intertwining internal and external factors, most notably cultural pluralism, the modernity of the African state, and the mismanagement and fragility of states. The interests of the region are characterized by intertwining and complexity between the constituent parties of the region on the one hand, and external forces on the other hand, whether regional or international, but they tend in their entirety towards stimulating and continuing the conflict in that region, especially in Somalia, Sudan and Ethiopia, and preserving the fragility of states in the region, but rather It is the main determinant of future interactions in the region, which restricts the chances of building real and effective peace in the region.
