|a اختلف الباحثون في مجال القانون والسياسية في تحديد الضمانات الدولية لحماية الحريات السياسية، إلا أنهم أجمعوا على أهمية تلك الضمانات لممارسة المواطنين الحريات بكل مساواة وعدل في مجتمع تسوده القيم الديمقراطية. لقد كانت الحريات السياسية عرضة للانتهاك والاعتداء، ولم يكن الفرد يمارس هذه الحريات بكل نزاهة وشفافية في فترات الحروب خاصة الحرب العالمية الأولى والثانية التي خلفت وراءها أبشع جرائم الإنسانية وانتهاك لحقوق الإنسان وحرياته بما فيها الحريات السياسية، ونتيجة لهذه الأوضاع تضافرت جهود المجتمع الدولي سعيا لحمايتها من التعسف والانتهاك ترتب عنها إصدار العديد من المواثيق والاتفاقيات الدولية والإقليمية لضمان حماية هذه الحريات، والأمر الذي يهمنا هنا المواثيق والاتفاقيات التي صادقت عليها الجزائر والتي تعتبر ضمانات خارجية لحماية هذه الحريات، ولكن على مستوى الممارسة أثبتت هذه الضمانات عدم فعاليتها نتيجة حرمان المواطنين من حقهم في تسيير شؤون بلادهم وحقهم في المعارضة والنقد والإصلاح، بمعنى أخر سلبت منهم أغلب حرياتهم السياسية.
|b Researchers in the field of law and politic differed in determining international guarantees to protect political freedom, however, they unanimously agreed on the importance of these guarantees for citizens to exercise freedoms with equality and justice in a society where democratic values prevail. Political freedoms have been subject to violation and assault, The individual did not exercise these freedoms with integrity and transparency during periods of war, especially the First and Second World Wars, which left behind the most heinous crimes of humanity and a violation of human rights and freedoms, including political freedoms, As a result of these conditions, the efforts of the international community joined forces in an effort to protect them from abuse and violation, which resulted in the issuance of many international and regional charters and agreements to ensure the protection of these freedoms, What concerns us here is the charters and agreements ratified by Algeria, which are external guarantees to protect these freedoms, However, on the level of practice, these guarantees have proven ineffective as a result of depriving citizens of their right to run the affairs of their country and their right to opposition, criticism and reform, In other words, most of their political freedoms were deprived of them.
