|a تهدف الدراسة إلى البحث في الصلاحيات الدستورية الممنوحة لرئيس الجمهورية في النظام السياسي الجزائري مع التركيز على التعديل الدستوري 2020. إن أي نظام سياسي - قائم على مبدأ الفصل بين السلطات أو المزج بينها - يتطلب مكانة دستورية وسياسية ضمن ما يخصص له من سلطات يؤثر بها في كل المؤسسات الدستورية التي يقوم عليها النظام السياسي ويتأثر بها. وفي الجزائر يتفاعل رئيس الجمهورية مع بقية البنى المؤسساتية ومختلف العوامل السياسية إضافة إلى تأثيرات البيئة الداخلية والخارجية. منذ استقلال الجزائر ورئيس الجمهورية يحتل الصدارة في النظام السياسي، هذه المكانة أقرتها كل دساتير الجزائر، حيث أعطت له سلطات واسعة ومكانة متميزة لم يغيرها أي تعديل دستوري، حتى أن تعديل 2020 حافظ على هذه المكانة ولم ينقص من صلاحيات رئيس الجمهورية لا في المجال التنفيذي ولا في المجال التشريعي ولا حتى في المجال القضائي، وذلك بالرغم من أن تعديل 2020 أكد على ترسيخ مبدأ الفصل بين السلطات وخاصة استقلالية القضاء وتوسيع صلاحيات السلطة التشريعية، لكن عمليا م يغير هذا التعديل في وسائل تدخل رئيس الجمهورية في ممارسات السلطة القضائية ولا حتى التشريعية.
