المستخلص: الأسس النظرية والمنهجية للتنبؤ العلمي في البحث الاجتماعي تعالج هذه الدراسة مسألة التنبؤ العلمي في العلوم الاجتماعية، مستخدمة المنهج الوصفي التحليلي الاستدلالي في الدراسة. وقد أوضحت الارتباط الوثيق للتنبؤ بالنظرية العلمية المفسرة للظاهرة. وأضاءت على أهمية الإجراءات المنهجية الملائمة للنظرية العلمية الموجهة لمسار البحث في تحقق التنبؤ بمسار الظاهرة المستقبلي. وتنبع أهميتها أيضاً من كونها تسلط الضوء على مسألة ارتباط التنبؤ العلمي بالنظرية العلمية، والإجراءات المنهجية الملائمة لها ولموضوع البحث التي تسهم في اختبار الفروض والتوصل إلى القوانين التي تخضع لها الظاهرة. وتحاول الدراسة الكشف عن طبيعة التنبؤ العلمي، وتعرف الأسس النظرية والإجراءات المنهجية التي يرتكز عليها التنبؤ العلمي في العلوم الاجتماعية، ومعرفة العلاقة بين التنبؤ العلمي، والدراسات المستقبلية الهادفة إلى تنمية المجتمع، وتعرف دور الظروف في تحديد العلاقة بين مفهومي السبب والنتيجة. وقد خلصت إلى بعض النتائج نذكر منها: يرتبط التنبؤ العلمي بالنظرية العلمية التي تشكل الإطار النظري للبحث. ويرتكز التنبؤ العلمي على الإجراءات المنهجية التي تتوافق مع النظرية العلمية المفسرة لآلية حدوث الظاهرة في الماضي.

This survey handles the matter of Scientific Prediction of Social Sciences, using the Descriptive, Analytical and Deductive Method in the Study. It explained the firm link of Prediction with the Scientific Theory, which explains the Phenomena. It highlighted the importance of methodological procedures that fit the Scientific Theory, which directs the track of the Research to attain prediction in the future, track of the Phenomena. Its importance, also, stems up by highlighting the matter of linking the Scientific Prediction with the Scientific Theory , and the fitting methodological procedures and the subject of the research which contributes to test the Hypothesis and to reach to the Laws that the Phenomena is subjected to. The survey attempted to identify the theoretical basis and the methodological steps on which the Scientific Prediction based, and discovering the nature of Scientific Prediction in social sciences, and recognizing the relation between the Scientific Prediction and the future studies which aims at developing society, and to identify the role of circumstances in demonstrating the relationship between both concepts the reason and the result. It concluded some results such as: Scientific Prediction is linked to the Scientific Theory, which forms the theoretical framework of the research. and the Scientific Prediction is based on the methodological procedures which agrees with the Scientific Theory that explains the mechanism of the phenomena occurrence in the past.
