يلعب الإعلام والإعلام الحديث دور مهم وأساسي في توعية وتثقيف المجتمعات، بل في رسم السياسات والتأثير في التوجهات على مستوى الفرد والمجتمع. ويعد ذوي الإعاقة من الفئات التي تحتاج أن يسلط عليها الإعلام أدواته، من باب الإنسانية والعدل والرقي المجتمعي في المبادئ والقيم، وخدمة لقضاياها المتعددة التي تعاني منها، ويغفل عنها المجتمع وأصحاب السلطة، ولعل من أهم القضايا: الوقاية والحد من الإعاقة، والتشخيص والتدخل المبكر، التشريعات الخاصة بحقوق وواجبات الأشخاص ذوي الإعاقة، والتأهيل المهني للأشخاص ذوي الإعاقة، فضلا عن الدمج في المجتمع وتقبل المجتمع التعامل مع ذوي الإعاقة، ودمجهم دمجا يليق بكل فئة من فئاتهم. ولعل من أهم وسائل الإعلام الحديث ذات الأثر الفعال والأكثر انتشارا بين فئات المجتمع وسائل التواصل الاجتماعي مثل: (التويتر، الإنستقرام، السناب شات، الفيس بوك)، وقد أثبتت كثير من الدراسات فعالية وسائل التواصل الاجتماعي وسرعة انتشارها وتأثيرها على مستخدميها وقد توصل الباحث إلى عدة توصيات من أهمها: - تكثيف الجهود الإعلامية بتوعية المجتمع، وأهمية دوره في رعاية ذوي الإعاقة. - حث المؤسسات والمراكز الإعلامية على توجيه بعض الأعمال نحو ذوي الإعاقة لتأكيد حقهم في ممارسة حياتهم الطبيعية. - إبراز قدرات ذوي الإعاقة على العطاء وأنهم أشخاص فعالين وليسوا عالة على مجتمعاتهم من خلال وسائل التواصل الاجتماعي. - تصميم برامج إلكترونية تدريبية وإرشادية تساهم في الوقاية والحد من الإعاقة، وتأهيل ودمج وتوعية ذوي الإعاقة عن طريق وسائل الإعلام الحديثة. - استخدام وسائل التواصل الاجتماعي لإبراز ما يعانيه ذوي الإعاقة من مشكلات خدمية من قبل وزارات الدولة. - إحداث إدارة جديدة بمسمى إدارة الإعلام الإلكتروني تتبع للهيئة العامة للإعاقة، ودعمها بالكوادر المؤهلة تقنيا وإعلاميا. - إقامة دورات لموظفي العلاقات العامة والإعلام في الوزارات والمؤسسات الرسمية للدولة حول كيفية التعامل مع ذوي الإعاقة وخدمتهم، ونشر الوعي في المجتمع بقضاياهم. - تشكيل لجنة إعلامية على مستوى الدول العربية لتقديم ونشر البرامج الإعلامية الهادفة التي تخدم قضايا ذوي الإعاقة.
Media and modem media play an important and essential role in educating societies, but in designing policies and influencing trends at the individual and community levels. Persons with disabilities are among the groups that need to be focusing by the media, in terms of humanity, justice, and societal advancement in principles and values, and in the service of their multiple issues that they suffer from, and society and authority holders overlook them, and perhaps the most important issues: prevention and reduction of disability, diagnosis and early intervention, Legislation pertaining to the rights and duties of persons with disabilities, vocational rehabilitation for persons with disabilities, as well as integration into society and society's acceptance of dealing with people with disabilities, and their integration appropriate for each of their groups. Perhaps one of the most important modem media with an effective impact and the most widespread among groups of society is social media such as: (Twitter, Instagram, Snapchat, Facebook). Many studies have proven the effectiveness of social media, the speed of its spread and its impact on its users, and the researcher has reached several recommendations such as: - Intensifying media efforts to educate society and the importance of its role in caring for people with disabilities. - Urging institutions and media centers to direct some work towards people with disabilities to confirm their right to practice their normal lives. - Highlighting the capabilities of people with disabilities to give and that they are effective people and not dependents on their societies through social media. - Designing electronic training and counseling programs that contribute to prevention and reduction of disability, and to rehabilitate, integrate and educate people with disabilities through modern media. - Using social media to highlight the service problems faced by people with disabilities by state ministries. - Creating a new department under the name of the Electronic Media Department affiliated with the public authority for Disability, and supporting it with technically and media-qualified cadres. - creating training courses for public relations and media employees in ministries and official state institutions on how to deal with and serve people with disabilities, and spread awareness in the community of their issues. - Establish a mass communication committee at the level of Arab countries to present and publish targeted media programs that serve the issues of people with disabilities.
