المستخلص: تناولت الدراسة موضوع الضبط الإداري لمنصات التواصل الاجتماعي كتدبير وقائي لمكافحة جرائم الاتجار بالأشخاص، والتي تتخذ صوراً متعددة قد تتم عن طريق الاحتيال، أو الإكراه، أو القوة، أو الاستغلال؛ ولأغراض مختلفة كالعمل الجبري، أو العبودية غير الطوعية، أو تجارة الأعضاء البشرية، أو تجارة الجنس، وتتم عن طريق منصات التواصل الاجتماعي باعتبارها مجتمعاً افتراضياً موازياً للمجتمع الحقيقي. حيث تستخدم وسائل التواصل الاجتماعي في الإيقاع بضحايا جرائم الاتجار بالأشخاص؛ نظراً لسعة قاعدة مستخدميها وسهولة الوصول لهم، ومراقبة أنشطتهم، إضافة إلى تسهيل هذه المنصات أعمال الاحتيال والخداع والتضليل من قبل المجرمين. وقد بينت الدراسة دور تفعيل قواعد الضبط الإداري لمنصات التواصل الاجتماعي في مكافحة جرائم الاتجار بالأشخاص، والنتائج المترتبة على كون هذه المساحات الرقمية لا تخضع بشكل دقيق لقواعد الضبط الإداري الوقائية. كما بينت الدراسة أهمية تطبيق قواعد الضبط الإداري لمكافحة جرائم الاتجار بالأشخاص، والمعوقات التي تواجه تفعيلها بسبب ضعف التنظيم لعملية الضبط الإداري للمجتمعات الافتراضية أسوة بالمجتمعات الحقيقية.

The study focused on administrative control of social media platforms as a preventive measure against human trafficking crimes. In addition to forced labor, involuntary servitude, human organ trafficking, and sex trafficking, these crimes can take a variety of forms, including fraud, coercion, force, or exploitation for various goals. They can be committed through social media platforms as a parallel to physical communities. Due to the widespread usage of social media, victims of human trafficking are entrapped through these platforms. Users of social media are accessible and their behaviors are simple to monitor. In addition, these channels enable criminals to engage in fraud, deception, and disinformation. The study emphasized the significance of applying administrative control laws to social media platforms in preventing human trafficking crimes, as well as the repercussions of these digital spaces not being rigorously subject to administrative control rules. The study indicated the importance of applying administrative control rules to combat human trafficking crimes, as well as the impediments to their application posed by the inadequate regulation of administrative control of virtual communities, as with physical communities.
