المستخلص: يحتل الاتجاه نحو التحول إلى الاقتصاد الرقمي، والمدفوعات الرقمية أهمية كبيرة في مختلف دول العالم، خاصة بعد إعلان منظمة الصحة العالمية عن ظهور فيروس كورونا المستجد (كوفيد – ١٩) الذي ظهر في الصين وانتشر في العالم، مما يشكل حال طوارئ صحية ذات بعد دولي لها تأثيراتها على الاقتصاد العالمي، وما دعت إليه الحاجة الملحة إلى عدم التلامس وضرورة استخدام التكنولوجيا الرقمية وتسخيرها لخدمة الناس في تلبية حاجاتهم اليومية، واتضح ذلك من خلال زيادة نشاط التجارة الإلكترونية في الفترة الأخيرة، وقد دفعت الجائحة معظم دول العالم في قطاع التعليم من اللجوء إلى خيار التعليم عن بعد. لهذا فقد أصبح خيار التحول الرقمي ضرورة ملحة في وقتنا الحالي، لمواجهة التحديات الصحية التي ضربت العالم في بداية العام ٢٠٢٠. فقد باتت التحولات الرقمية تشكل العمود الفقري لاستخدام البيانات والمحتويات والتطبيقات الرقمية من قبل الأفراد والحكومات والشركات من أجل ضمان استمرارية النشاط الاقتصادي والاجتماعي في ظل تلك الجائحة والتي أدت إلى حتمية التباعد الاجتماعي والإغلاق الكامل في معظم دول العالم. بالإضافة إلى الفوائد الكبيرة التي تعود على الدولة من استخدام التكنولوجية الرقمية وعلى رأسها مكافحة الفساد، لذلك اتجهت العديد من الدول ومنها الدولة المصرية للاستفادة من هذه التقنيات الحديثة والتي صاحبت الثورة الصناعية الرابعة مثل البيانات الكبيرة، والذكاء الاصطناعي. تتطلع مصر إلى مرحلة جديدة وهامة في تاريخها من خلال الانتقال إلى اقتصاد المدفوعات الرقمية ومكافحة الفساد، لبناء اقتصاد وطني قوي قائم على التكنولوجيا الحديثة وجاذب للاستثمار الأجنبي المباشر، بهدف تحقيق مستقبل تستحقه، ومكانة تليق بها وبمواطنيها، وقد بدأت الحكومة خلال السنوات الأخيرة في تطبيق الحلول التكنولوجية في كافة قطاعات ومشروعات الدولة. بالإضافة إلى تنفيذ رؤى القيادة السياسية بشأن "الجمهورية الجديدة" والذي بدأت خطواتها الأولى بتنفيذ العاصمة الإدارية الجديدة، والتي ستصبح المركز الرئيسي للاتجاه بمصر نحو تمكين التحول الرقمي، والذي ستعتمد عليها الدولة للانطلاق من خلالها نحو تطبيق التحول الذكي في الخدمات الحكومية ورقمنه التعاملات الخاصة بالمواطنين، للحد من الفساد وتطوير أداء الحكومة ودفع النمو الاقتصادي، وتحسين القدرات التنافسية في الأسواق ومسايرة الاقتصادات المتقدمة على المستوى العالمي.

The trend towards the transition to the digital economy, and digital payments are of great importance in various countries of the world, especially after the World Health Organization announced the emergence of the new Corona virus (Covid-19) that appeared in China and spread in the world, which constitutes a health emergency with an international dimension for it. Its effects on the global economy, and what called for the urgent need for non-contact and the need to use digital technology and harness it to serve people in meeting their daily needs, and this became clear through the increase in electronic commerce activity in the recent period, and the pandemic has prompted most of the world’s countries in the education sector to resort to an option Distance Learning. Therefore, the option of digital transformation has become an urgent necessity at the present time, to face the health challenges that struck the world at the beginning of the year 2020. Digital transformations have become the backbone of the use of digital data, content and applications by individuals, governments, and companies in order to ensure the continuity of economic and social activity in light of this pandemic, which has led to the inevitability of social distancing and complete closure in most countries of the world. In addition to the great benefits that accrue to the state from the use of digital technology, especially the fight against corruption, so many countries, including the Egyptian state, turned to take advantage of these modern technologies that accompanied the Fourth Industrial Revolution, such as big data and artificial intelligence. Egypt is looking forward to a new and important stage in its history through the transition to the digital payments economy and the fight against corruption, to build a strong national economy based on modern technology and attractive to foreign direct investment, with the aim of achieving a future it deserves, and a position worthy of it and its citizens, and the government has begun in recent years to implement solutions technology in all sectors and projects of the state. In addition to implementing the visions of the political leadership regarding the "new republic", which began its first steps with the implementation of the new administrative capital, which will become the main center for Egypt's trend towards enabling digital transformation, Which the state will rely on to move towards implementing smart transformation in government services and digitizing the transactions of citizens, to reduce corruption, develop government performance, drive economic growth, improve competitiveness in markets and keep pace with advanced economies at the global level.
