المستخلص: "يعتمد تطوير الخدمات الأمنية الجماهيرية على جوانب متعددة منها (الجانب الشخصي)، وأخيرا (الجانب الموضوعي) الإجرائي متمثلا في إجراءات الحصول على الخدمة والتعليمات المنظمة لها من جهة الإدارة. ومع اهتمام مدربي التنمية البشرية وخبراء التدريب بالجانب الأول، فضلا عن توفير الدعم المالي من جانب الدولة في إطار ميزانيتها العامة للاهتمام بالجانب الثاني، أصبح الجانب الثالث الموضوعي بشأن تبسيط إجراءات الحصول على الخدمة، وتنظيم تعليمات الحصول عليها مطلباً جماهيرا تؤكده كافة الدراسات الميدانية، التي أوصت بأكثر من أسلوب لتبسيط تلك الإجراءات في ظل الإدارة التقليدية، وقد شكلت تلك الأساليب هرماً تدريجياً وجد في قمته أسلوب التحول الرقمي والإدارة الإلكترونية للخدمات الأمنية الجماهيرية، التي وجدت فيها تعزيزا لحقوق الإنسان وإرساء لمبادئه المستقرة والمراقبة دولياً، إلا أنه دائما ما يكون استخدام التكنولوجيا سلاحاً ذا حدين، فقد توصلت الدراسة إلى أنه ورغم المزايا وجدت العيوب والمعوقات التي يمكن معها المساس ببعض حقوق الإنسان، وقد أوصت بأن يتزامن التحول إلى الرقمية مع تهيئة المجتمع لهذا التحول بإجراء تحولات تشريعية واقتصادية وثقافية بالبنية الأساسية للدولة."

"The development of public security services depends on multiple aspects, such as the personal aspect, Finally, the substantive procedural aspect is represented in the procedures of obtaining the service and the instructions its regulating instructions issued by the administrative authorities. The first and the second aspects are taken care of by trainers of human development and training experts, and through the financial support accorded by the state within its general budget, respectively. Therefore, the substantive aspect, that is about the simplification of procedures and the organization of instructions for the service, has become a public demand assured by all field studies, which have recommended several methods to streamline those procedures in the shade of traditional administration, Such methods have shaped a hierarchy in which the digital transformation and E-management, for public security services, were found on top of it. The principles of human rights are reinforced by these methods except that the use of technology is a double-edged weapon, Despite the advantages, disadvantages, and obstacles found, which might result in infringement of human rights, the study recommended that digital transformation should coincide with society’s preparation by carrying out legislative, economic, and cultural transformations in the infrastructure of the state, disadvantages would be found, which might result in an infringement of human rights, which requires that the transition to digital coincides with society’s preparation for this transformation by carrying out legislative, economic, and cultural transformations in the infrastructure of the state."
