المستخلص: تعد مصر واحدة من أعلى خمس دول معرضة لتأثير ارتفاع مستوى سطح البحر بسبب انخفاض مستوى دلتا النيل. كما سيهدد تأثير الاحترار العالمي المدن الساحلية. كما سيؤثر تغير المناخ على المزارع السمكية على طول الساحل الشمالي لمصر. أضف لذلك سوف تنخفض الزراعة في دلتا النيل بسبب ندرة المياه العذبة نتيجة لتأثيرات الاحترار العالمي. كما أن تأثيرات تغير المناخ نوعين: التأثيرات المباشرة مثل التأثير على تسرب المياه المالحة، وارتفاع مستوى سطح البحر، وتدهور البيئة البحرية ومن ثمة قطاعات الاقتصاد الأزرق، وهبوط الأراضي. أما الآثار غير المباشرة مثل افتتاح بحر القطب الشمالي في السنوات القادمة، وبالتالي سوف يتعين على مصر الاعتماد بشكل متزايد على الاقتصاد الأزرق لضمان استدامة الموارد للأجيال القادمة وتحقيق التنمية المستدامة متمثلة في هدفها رقم 14. ويتحدد نطاق مشكلة الدراسة وهدفها في تحديد متطلبات تفعيل دور الاقتصاد الأزرق في تحقيق التنمية المستدامة في مصر في ضوء ضعف دور الاقتصاد الأزرق في تحقيق التنمية المستدامة في مصر، وتنبع أهمية هذه الدراسة من أنها تسعي للتعرف على مفهوم ومكونات وتمويل وتقنيات تحقيق الاقتصاد الأزرق في تحقيق التنمية المستدامة، تحديد الاستخدام الصحيح لنمو الاقتصاد الأزرق لتحقيق التطورات الاقتصادية، وفرص العمل، والحفاظ في الوقت نفسه على موارد البيئة البحرية، سواء الحية أو غير الحية، والتي تحقق منافع مباشرة أو غير مباشرة للأجيال القادمة. وفي ضوء ما تقدم نتناول خطة الدراسة الآتي: المبحث الأول: الاقتصاد الأزرق والتنمية المستدامة. المبحث الثاني: الاقتصاد الأزرق والتنمية المستدامة في مصر.

Egypt is one of the top five countries exposed to the impact of sea level rise due to the low level of the Nile Delta. The impact of global warming will also threaten coastal cities. Climate change will also affect fish farms along the northern coast of Egypt. Agriculture in the Nile Delta will decrease due to the scarcity of fresh water as a result of the effects of global warming. The effects of climate change are two types: direct effects such as the effect on salt water intrusion, and the rise in surface of sea level, the deterioration of the marine environment and the blue economy sectors, also land subsidence, causing negative effects for sustainable development in Egypt. Indirect effects, such as the opening of the Arctic Sea in the coming years, and therefore Egypt will have to rely increasingly on the blue economy to ensure the sustainability of resources for future generations and achieve sustainable development represented in its goal number 14. The scope of the study problem and its objective in determining the requirements for activating the role of the blue economy in achieving sustainable development in Egypt is determined in light of the weak role of the blue economy in achieving sustainable development in Egypt, and the importance of this study stems from that it seeks to identify the concept, components, financing and techniques of achieving the blue economy in achieving development Sustainable, determining the correct use of the growth of the blue economy to achieve economic developments, job opportunities, and at the same time the conservation of marine environment resources, whether living or non-living, that achieve direct or indirect benefits for future generations. Identify the difficulties encountered in achieving the United Nations 2030 Agenda as stipulated in Egypt's vision. To what extent is affected the cumulative effects of poor land use plan and prior planning on the Egyptian economy, marine environment, and all ways of life in Egypt? In the light of the above, the study plan will include two sections as following: Section I: the blue economy and sustainable development (concept- elements- Techniques- Financing) Section II: the blue economy and sustainable development in Egypt.
