|a تتميز سيناء بأهمية سياسية واقتصادية، لذا اهتمت الحكومات بعد تحريرها إلى أعمارها ووضع الخطط والاستراتيجيات لتنميتها وتم إقامة بعض المشروعات وإنفاق المليارات من الجنيهات، إلا أن الجهود الحكومية قبل ثورة يونيو ٢٠١٣ كانت ضعيفة الفعالية. وقد أولت الحكومة الحالية أيضا الاهتمام بتنميتها والسعي إلى معالجة الأسباب التي أدت إلى ضعف فعالية الجهود السابقة. وتستهدف هذه الدراسة تقييم الجهود الحكومية للتنمية شمال سيناء وتحديد المعوقات والتحديات التي قد تؤثر على نتائجها، وتحديد العوامل التي تساعد على نجاح عملية التنمية الشاملة والمستدامة بفاعلية بشمال سيناء. وانتهت الدراسة إلى أنه من أهم عوامل نجاح التنمية هو وجود خطط متكاملة ورؤية واضحة وشاملة للجوانب المختلفة للتنمية والعمل على تنفيذها على أساس المشاركة والتكامل للجهود الحكومية والمجتمع المدني والقطاع الخاص. وأنه يجب دعم وحدات الإدارة المحلية ومجالسها المنتخبة حتى تكون قادرة على استكمال مسيرة التنمية والنهوض بالمرافق والخدمات العامة التي يتم إنشائها.
|b Sinai is distinguished by its political and economic importance. Therefore, after its liberation, governments took care of its reconstruction and laying down plans and strategies for its development. Some projects were established and billions of pounds were spent, but government efforts before the June 2013 revolution were ineffective. The current government has also paid attention to its development and sought to address the reasons that led to the weakness of the effectiveness of previous efforts. This study aims at evaluating the government's efforts to develop North Sinai, identifying obstacles and challenges that may affect its results, and identifying the factors that help the effective success of the comprehensive and sustainable development process in North Sinai. The study concluded that one of the most important factors for the success of development is the existence of integrated plans and a clear and comprehensive vision for the various aspects of development and work to implement them on the basis of participation and integration of government efforts, civil society and the private sector. And that local administration units and their elected councils must be supported so that they are able to complete the development process and advance the public utilities and services that are being established.
