المستخلص: هدفت الدراسة إلى تحديد دور التحول الرقمي في تطوير الأجهزة الإدارية بالمحليات، وتحديد مستوى تطوير الأجهزة الإدارية بالمحليات، وتحديد الصعوبات التي تواجه دور التحول الرقمي في تطوير الأجهزة الإدارية بالمحليات، وتحديد مقترحات تفعيل دور التحول الرقمي في تطوير الأجهزة الإدارية بالمحليات، التوصل إلى خطة عمل مقترحة لتفعيل دور التحول الرقمي في تطوير الأجهزة الإدارية بالمحليات- واعتمدت الدراسة على المنهج الوصفي التحليلي، ومنهج المسح الاجتماعي عن طريق الحصر الشامل للمسئولين بإدارات الوحدة المحلية مركز طما- محافظة سوهاج، ومنهج المسح الاجتماعي بطريق العينة للعاملين مقدمي الخدمة بإدارات الوحدة المحلية مركز طما -محافظة سوهاج والجمهور المستفيد من تلك الخدمات -وتوصلت الدراسة إلى عدة توصيات ومقترحات من أهمها: ربط دور التحول الرقمي بالخطة الاستراتيجية بالمحليات، تطوير أساليب أكثر فاعلية في الإدارة والتنظيم، تقوية الوضع التنافسي للمحليات، الاهتمام بالأفكار المبدعة والعمل على تحقيقها، وبناء دور جديد للتحول الرقمي له علاقة مباشرة بنمو وتطوير المحليات، إنشاء منظومة متكاملة لجمع وحفظ البيانات والقدرة على تحديثها باستمرار، الاستفادة من الخبراء المتخصصين في مجال التحول الرقمي، وزيادة التعاون والتنسيق بين المحليات ومختلف الإدارات الأخرى.

Objective: Determining the level of using digital transformation to develop administrative devices in localities, determining the level of development of administrative devices in localities, identifying the difficulties facing the role of digital transformation in developing administrative devices in localities, and identifying proposals to activate the role of digital transformation in developing administrative devices in localities Reaching a proposed action plan to activate the role of digital transformation in developing the administrative apparatus in the localities. The study relied on the analytical descriptive approach and the social survey approach through a comprehensive inventory of officials in the departments of the local unit, Tama Center Sohag Governorate, and a sample social survey approach for service providers in the local unit departments-Tama Center, Sohag Governorate, and the public benefiting from these services The study reached several recommendations and proposals, the most important of which are linking the role of digital transformation to the strategic plan of the localities, developing more effective methods in management and organization, strengthening the competitive position of the localities, paying attention to creative ideas and working to achieve them, and building a new role for digital transformation that has a direct relationship to the growth and development of localities, and the establishment of an integrated system for collecting and preserving data. And the ability to constantly update it, benefit from experts specialized in the field of digital transformation, and increase cooperation and coordination between localities and various other departments.
