|a إن الأهمية النسبية للمنهج الإحصائي (المؤشرات) تعاظمت بين مناهج البحث العلمي في حقل العلوم السياسية عامة والعلاقات الدولية خاصة، على المستوى العالمي، كاستجابة فعالة وحتمية لتحدي السيطرة على تنامي اكتشاف ديناميكيات التركيب والتعقيد في الظواهر الإنسانية عامة وظواهر العلاقات الدولية المعاصرة تحديدا، نظرا لبروز موضوعات وفاعلين جدد من غير الدول. إن العلاقة التي تربط المؤشرات كأدوات للقياس وترتيب الدول مع ظواهر العلاقات الدولية المعاصرة، ترتكز على التخفيف من هذا التعقيد، من خلال المساهمة في بناء تصورات وقناعات وفق التحليل الإحصائي، حيث يفترض أن تساعد هذه المؤشرات، صناع القرار والمتخصصين، في بناء سياسات للإنذار المبكر. حيث تبنى على نتائج تلك الاستخدامات للمؤشرات افتراضات وأحكام، ما يجعل المستخدمين لها يصلون أحيانا إلى حد الاستدلال المضلل، أو الربط التعسفي والمغلوط بين معطيات ظاهرة ما ونتائجها، وفقا لرؤيتهم للعلاقات الدولية وتأثرا بالجهات المانحة للتمويلات.
|b The relative importance of the statistical method (indicators) has grown between scientific research methods in the field of political science in general and international relations in particular, at the global level, as an effective and inevitable response to the challenge of controlling the growing discovery of the dynamics of structure and complexity in human phenomena in general and the phenomena of contemporary international relations in particular, given the emergence of topics and new actors from non-states. The relationship that links indicators as tools for measuring and arranging countries with the phenomena of contemporary international relations is based on alleviating this complexity, by contributing to building perceptions and convictions according to statistical analysis, as these indicators are supposed to help decision makers and specialists in building early warning policies. As the results of those uses of indicators are based on assumptions and judgments, which makes users of them sometimes reach the point of misleading inference, or the arbitrary and false link between the data of a phenomenon and its results, according to their vision of international relations and influenced by the donors of funds.
