المستخلص: يأتي اهتمام الحكومات بالكيان الأسري لعدة اعتبارات أهمها منع انفصال الأطفال عن البيئة الطبيعية وهي الأسرة، وبالتالي تضمن بذلك توفير الرعاية والحماية الشاملة التي تعد مطلبا في تحقيق التنمية، التي تتمثل في تنمية رأس المال البشري. استنادا عليه تضمن برنامج عمل الحكومة المصرية (18/2019-21/2022) الأهداف الاستراتيجية المتمثلة في: - حماية الأمن القومي وسياسة مصر الخارجية. -بناء الإنسان المصري. - التنمية الاقتصادية ورفع كفاءة الأداء الحكومي. - النهوض بمستويات التشغيل. - تحسين مستوي معيشة المواطن المصري. وباعتبار أن الأسرة نسيج اجتماعي متكامل فإن تلك الأهداف تتعامل مع هذا الكيان من خلال ما يرتبط به من مكونات متجانسة، فالأمن القومي بتضمن أمن المواطن، الأمن المالي، الأمن الغذائي ..الخ ويأتي الهدف الاستراتيجي المعني بتحسين مستوي معيشة المواطن المصري متضمنا: الحد من الزيادة السكانية، متوازيا مع توفير الوحدات السكنية المناسبة ببناء المدن الجديدة للقضاء على التجمعات العشوائية غير الأمنة اجتماعيا وسلوكيا في المقام الأول. وهو ما يحقق البيئة الإيجابية التي ينشأ بها المواطن بشكل مبكر منذ النشأة الاجتماعية الأولي في الأسرة، ما يدعوا الاهتمام بمشكلاتها ومكانتها المجتمعية، خاصة في ظل المتغيرات الاقتصادية وتبعاتها الاجتماعية. وعليه فإن هذا البحث يهدف إلى: ١. تحليل نتائج الدراسات العلمية والتجارب الدولية المعنية بالحماية الاجتماعية للأسرة. ٢. تحديد مستخلصات عملية تفنن برامج الحماية الاجتماعية الأسرية وآليات تفعيلها. وتوصلت تلك الدراسة إلى: اتساع برامج الحماية الاجتماعية والمشروعات والأنشطة التنموية لتشمل الجانب الاجتماعي التوعوي الإرشادي بجانب المنظور المحدد بالبعد الاقتصادي وما يستلزم من شموليه الخطة القومية للأبعاد الاقتصادية، الاجتماعية، التثقيفية وربطها بالأمن القومي والانتماء الوطني، أجمعت الدراسات والتجارب المعنية بالحماية الاجتماعية الأسرية على تباين الأوضاع الاجتماعية للأسر وفقا للأبعاد الجغرافية، حجم الأسر، المستوي المعيشي، نوعية المشكلات الأسرية، الإمكانيات الحكومية والأهلية، وموارد وقدرات أفراد الأسرة، والخدمات المستدامة المقدمة لكل أسرة، مما يتطلب تحسين الوعي للأسرة برامج وأنشطة توعوية لفئات المجتمع باختلاف أعمارهم وأوضاعهم الأسرية ومستويات التعليم المختلفة ومسئولياتهم الأسرية بشكل عام.

The interest of governments in the family entity comes from several considerations, the most important of which is preventing the separation of children from the natural environment, which is the family, and thus ensuring the provision of comprehensive care and protection, which is a requirement in achieving development, which is the development of human capital. Accordingly, the work program of the Egyptian government (18/2019 - 21/2022) included the strategic objectives represented in: -Protecting national security and Egypt's foreign policy: -Protecting national security and Egypt's foreign policy. -The construction of the Egyptian man. Economic development and raising the efficiency of government performance. -Improving operational levels. Improving the standard of living of the Egyptian citizen. Considering that the family is an integrated social fabric, these goals deal with this entity through its related homogeneous components, as national security includes citizen security, financial security, food security..etc. The strategic objective concerned with improving the standard of living of the Egyptian citizen includes: limiting the population increase, in parallel with providing suitable housing units by building new cities to eliminate unsafe informal settlements socially and behaviorally in the first place. This is what achieves the positive environment in which the citizen grows up early since the first social upbringing in the family, which calls for attention to its problems and its societal position, especially in light of the economic changes and their social consequences The study concluded: Expansion of social protection programs, projects and development activities to include the social, awareness-raising and indicative aspect, in addition to the perspective defined by the economic dimension and the comprehensiveness of the national plan for the economic, social, and educational dimensions and linking them to national security and national belonging Studies and experiences concerned with family social protection have unanimously agreed on the different social conditions of families according to geographical dimensions, family size, standard of living, type of family problems, governmental and civil capabilities, resources and capabilities of family members, and sustainable services provided to each family. This requires improving family awareness, programs and awareness activities for groups of society of different ages, family situations, different levels of education, and their family responsibilities in general.
