المستخلص: تهدف الدراسة للتعرف على فاعلية برنامج التمكين الاجتماعي بوكالة التمكين والضمان الاجتماعي في تحقيق أهدافه في ظل رؤية المملكة 2030 م،‏ من خلال التعرف على مدى فاعلية برنامج التمكين الاجتماعي في تحقيق التنسيق –التخطيط -التنفيذ مع مكاتب الضمان الاجتماعي لتحقيق أهدافه في ظل رؤية المملكة 2030 م‏، وأيضا تحديد الصعوبات التي تواجه برنامج التمكين الاجتماعي بمكاتب الضمان الاجتماعي في تحقيق أهدافه في ظل رؤية المملكة 2030 م. والوصول‏ إلى تصور مقترح لتفعيل برنامج التمكين الاجتماعي بمكاتب الضمان الاجتماعي لتحقيق أهدافه في ظل رؤية المملكة 2030 م. طبقت الدراسة على عينة طبقية من المستفيدين متلقي الخدمات وفقا للسجلات الموجود بمكاتب الضمان الاجتماعي وعددها (9) مكاتب تابعة لمنطقة تبوك. وطبق على كل مقدمي الخدمات في ثمان مدن (تبوك، الوجه، ضباء، حقل، تيماء، أملج، البدع، أبو راكه) والبالغ عددهم ‎(510) مستفيد وأيضا العاملين بمكاتب الضمان الاجتماعي من خلال المسح الشامل والبالغ عددهم ‎(30)‏ موظف، والعاملين بوكالة التمكين والضمان الاجتماعي بوزارة الموارد البشرية والتنمية الاجتماعية وعددهم (10) ‏وخلصت لعدة نتائج تمثل إطارا معرفيا واقعيا يمكن وضعه أمام متخذي القرار متمثلة في أن هناك قصور نسبي في برنامج التمكين الاجتماعي في تحقيق التنسيق مع مكاتب الضمان الاجتماعي، وكذلك في مدى فاعلية برنامج التمكين الاجتماعي في تحقيق التخطيط مع مكاتب الضمان الاجتماعي، وأيضا قصور في فاعلية برنامج التمكين الاجتماعي في تحقيق التنفيذ مع مكاتب الضمان الاجتماعي.

The study aims to identify the effectiveness of the social empowerment program of the Empowerment and Social Security Agency in achieving its goals in light of the Kingdom's 2030 vision, by identifying the effectiveness of the social empowerment program in achieving coordination - planning - implementation with social security offices to achieve its goals in light of the Kingdom's 2030 vision, It also defines the difficulties facing the social empowerment program in the social security offices in achieving its goals in light of the Kingdom's 2030 vision. And arriving at a proposed vision to activate the social empowerment program in the social security offices to achieve its goals in light of the Kingdom's 2030 vision.. The study was applied to a stratified sample of the beneficiaries who receive the services according to the records of the 8 Social Security Offices in Tabuk Region. The study was applied to all the service providers in 8 cities (Tabuk, Al-Wajh, Dhebaa, Taima, Amlaj, Al-Bad’, Abu-Rakah) in Tabuk Region with (510) beneficiaries. The study was also applied to the employees in the Social Security offices (30) via a comprehensive survey, and the employees in the Deputyship of Empowerment and Social Security at the Ministry of Human Resources and Social Development (10). The study revealed a number of results representing a realistic cognitive framework that can be presented to decision makers. The study showed that there is relative deficit in: the Social Empowerment Program in realizing co-ordination with the Social Security Offices, the effectiveness of the Social Empowerment Program in realizing planning with the Social Security Offices, and the effectiveness of the Social Empowerment Program in realizing the execution with the Social Security Offices.
