المستخلص: وقد توصلت الدراسة إلى عدد من النتائج العامة والتوصيات أهمها: تتمثل أهم صور التهديدات الأمنية غير التقليدية التي تواجه الدول العربية كافة في النمو السكاني المتزايد، والنقص في الموارد الطبيعية، والجريمة الدولية المنظمة، والحروب البيولوجية والأوبئة. إن الحديث عن تجويد التعليم الجامعي حديث حتمي؛ لمواكبة التغيرات العالمية المعاصرة، وما نتج عنها من تهديدات أمنية غير تقليدية؛ فالعصر الذي نعيشه- عصر العولمة- لا مكان فيه للقدرات العادية في سوق التنافس العالمي، القائم على الجودة في تحصيل المعرفة والعلم.

The main issue dealt with in the current study is the way in which higher education is improved so that it becomes more compatible with countering the unconventional security threats that the entire Arab world is witnessing. Hence, the objectives of the study are determined as follows: Study of the new security landscape with its most prominent and important threats Resource security, environmental security, and organized crime. And to identify the quality of higher education in the Arab countries, by presenting the most important problems facing Arab universities. The analysis of the relationship between higher education and unconventional security threats. The study crystallized its goals in a set of hypotheses, the first of which: the contemporary global changes have resulted in many unconventional security risks and threats, and the second: the main challenge for Arab countries lies in the interest in improving higher education; To counter unconventional security threats. The current study adopts theoretical arguments and theoretical issues in the postmodern stream. It also depends to verify these assumptions on the method of re-analysis. The study reached a number of general results and recommendations, the most important of which are: The most important forms of unconventional security threats facing all Arab countries are the increasing population growth, the lack of natural resources, organized international crime ... and others, and the talk about improving university education is a talk inevitable; To keep pace with contemporary global changes, and the resulting unconventional security threats. The era in which we live- the era of globalization- has no place for ordinary capabilities in the global competition market, based on quality in the acquisition of knowledge and science.
