520		\|b There is no doubt about the importance of negotiating contracts in general, and administrative contracts in particular, whether at the stage of contract formation or even after a final, integrated contract has been concluded, due to the developments that occurred in the practical reality, which led to highlighting the importance of negotiations as a stage of unification and consensus between different opinions, especially in the field of contracts that deal with major projects, as it is a stage needs to be managed by competent people to be fruitful, because it keeps the conflicting parties away from resorting to the courts and thus saves them a lot of effort, time and even money.
