المستخلص: إن الشريعة الإسلامية جاءت لحفظ الإنسان وحمايته من كل ما يؤذيه، ولذا جاءت بحفظ الضروريات الخمس، وهي: حفظ الدين، والنفس، والعقل، والعرض، والمال، واعتبر التعدي عليها جناية وجريمة تستلزم عقابا، وبحفظ هذه الضروريات يسعد المجتمع، وهي المصالح التي لابد منها للإنسان ليعيش حياة كريمة. وقد تنتشر في المجتمعات بعض الأمور التي تؤدي إلى إهانة الإنسان أو العبث بحياته أو نفسه أو ماله، ومنها ظاهرة التسول، حيث إنها تسبب الذل والهوان لصاحبها في الدنيا والآخرة، وإن التسول في الغالب أصبح مهنة لكثير منهم للرزق أو زيادة المال والغنى، وقد حرم الإسلام التسول من غير حاجة، وشدد في الوعيد منه، وبين أنه يأتي يوم القيامة وليس في وجهه (مزعة لحم). وأباح الإسلام لمن اضطر للحاجة الماسة بأن يسأل غيره، ولكن بشروط منها: كونه مضطرا إلى ذلك، كمن يسأل حقه في الصدقات، ومن تحمل حمالة، أو أصابته جائحة، أو فاقة، أو في أمر لابد منه، مع عدم القدرة على الكسب، كما نهى الإسلام وشدد عن السؤال في المسجد إذا كانت لغير حاجة وضرورة. وجعلت الشريعة الإسلامية عدة طرق للتخلص من التسول ومنها: الحث على الصدقات من قبل الأغنياء، والحث على التعاون بالبر والتقوى، وكذلك دعت إلى العمل والكسب من عمل اليد، كما نهت المسلم من التصدق بكل ما يملك حتى لا يدع أبناءه وورثته فقراء يتكففون ويسألون الناس. أما الاقتراحات والتوصيات التي توصلت إليها: فمنها إلقاء المحاضرات والندوات عن التسول وخطره على الفرد والمجتمع، وكونه سببا من أسباب انتشار المخدرات والسرقات والزنا، وعمل مطويات ومنشورات عن هذا المرض الخطير، وإنشاء مشاريع صناعية وتجارية وزراعية لكسب العاطلين عن العمل، ودعمها بقروض مشروعة ليس فيها ربا، وتوفير فرص عمل للنساء الأرامل والمطلقات، حتى يكون سببا للرزق وهن مكرمات في بيوتهن، كتعليم الخياطة والطباعة وغيرها.

Praise be to God, Lord of the worlds, and the outcome is for the righteous, and there is no aggression except against the wrongdoers, and prayers and peace be upon the one who was sent as a mercy to the worlds, our master Muhammad and his family and companions all. And after: the Islamic Sharia came to preserve and protect the human being from everything that harms him, and therefore it came to preserve the five necessities, which are: preserving the religion, the soul, the mind, honor, and money. It is necessary for a person to live a decent life. Some things may spread in societies that lead to insulting a person or tampering with his life, himself or his money, including the phenomenon of beggary, as it causes humiliation and humiliation for its owner in this world and the hereafter, and that begging has mostly become a profession for many of them to earn livelihood or increase money and wealth, and Islam has forbidden Begging unnecessarily, and he was severe in his warning, and he made it clear that he will come on the Day of Resurrection and not in his face (a piece of meat). Islam permits the one who is in dire need to ask someone else, but with conditions including: being compelled to do so, such as one who asks for his right to alms, and one who carries a stretcher, or he is afflicted with distress, or poverty, or in an inevitable matter, with inability to earn, as Islam forbade and stressed the question in the mosque if it was not necessary and necessary. The Islamic Sharia has made several ways to get rid of beggary, including: urging charity on the part of the rich, urging cooperation in righteousness and piety, as well as calling for work and earning from the work of the hand, as it forbids the Muslim to give alms with everything he owns so that he does not leave his poor children and heirs bent over and ask people. As for the suggestions and recommendations that I reached: including giving lectures and seminars on beggary and its danger to the individual and society, as it is one of the causes of the spread of drugs, thefts and adultery, making brochures and publications on this dangerous disease, establishing industrial, commercial and agricultural projects to win the unemployed, and supporting them with legitimate loans that do not have them. usury, and providing job opportunities for widowed and divorced women, so that it may be a means of sustenance while they are honored in their homes, such as teaching sewing, printing and others. And may God’s prayers and peace be upon our master Muhammad and his family and companions all.
