المستخلص: بدأ الباحث بحثه ببيان مفهوم التنمية في الإسلام، وأنها حظيت باهتمام كثير من المفكرين والفقهاء المسلمين، وأن في الفقه الإسلامي الأسس الجوهرية لتحقيق التنمية المستدامة، ومن خصائصها: الشمول، والواقعية، والعدالة، والمسئولية، ومن وسائلها: توفير التماسك الاجتماعي، وتحقيق المشاركة الشعبية، وإقرار الأمن والنظام، والقيام بالأعمال الحياتية، والهدف منها تلبية المتطلبات اللازمة لإقامة مجتمع إنساني راشد وفق منهج الله وشريعته. وعرف التنمية المستدامة وأن من أهدافها تحقيق رفاهية السكان، وإيجاد التوازن بين الاحتياجات الاقتصادية والاجتماعية والبيئية، وحماية البيئة، والمحافظة على الموارد الطبيعية، وتحقيق المساواة، والعدالة الاجتماعية. وذكر أن رؤية مصر لتحقيق أهداف التنمية المستدامة ٢٠٣٠ تجسدت في وضع استراتيجية للتنمية المستدامة مصر ٢٠٣٠، تقوم على مفاهيم النمو الاحتوائي والمستدام، والتنمية الإقليمية المتوازنة، وترتكز على ثلاثة أبعاد رئيسة تشمل: البعد الاقتصادي، والبعد الاجتماعي، والبعد البيئي. فيعتمد البعد الاقتصادي على تعظيم الاستفادة من موارد مصر الطبيعية، وتقدم المجتمع، وتحسين الإطار المعيشي للأفراد، والحفاظ على البيئة، من خلال مشاريع تنموية في مجالات متعددة. ويعتمد البعد الاجتماعي على تنمية الموارد البشرية، والحماية الاجتماعية. ويهتم البعد البيئي بالحفاظ على البيئة، وترشيد استخدام مواردها، والحد من آثار التغيرات المناخية. واعتمد على المنهج الاستقرائي، والوصفي. وأوصى الباحث: بأهمية التوعية بأهداف التنمية المستدامة، وضرورة المشاركة الفعالة من كل أفراد المجتمع لتحقيق التنمية، وإعطاء الأولوية في البحوث والرسائل العلمية لمناقشة قضايا التنمية المستدامة.

That Purpose of this research is explaining the concept of development in Islam, and that it has received the attention of many Muslim thinkers and Jurists, and its characteristics that include comprehensiveness, realism, justice and responsibility. The means of Islamic development providing social cohesion achieving popular participation, establishing security and discipline, and carrying out life activities. Its aim is to meet the requirements necessary to establish a rational human society in accordance with God’s approach and law. The research shed a light on the definition of sustainable development and that one of its goals is to achieve Population’s welfare, find a balance between economic, social and environmental needs to achieve equality and social justice. Egypt’s vision to achieve 2030 Sustainable Development Goals embodied in the development of a strategy for sustainable development of Egypt 2030 based on the concepts of inclusive and sustainable growth and balanced regional social dimension and environmental dimension. The economic dimension depends on maximizing the benefit from Egypt’s natural resources, the progress of society, improving the living conditions of individuals and preserving the environment through development projects in various fields. The social dimension depends on the Development of human resources and social protection. The environmental dimension is concerned with preserving the environment, rationalizing the use of its resources and reducing the effects of climate changes. The researcher relied on the inductive and descriptive approach. The researcher recommended to the awareness and academic of sustainable development goals, and the need for effective participation of all members of society to achieve development, and to give priority to research and scientific theses to discuss sustainable development issues.
